Job Description

Role Summary

We are seeking a detail-oriented Senior Cost and Contract Executive to oversee project costing, contract administration, and commercial compliance. You will act as the key link between project, procurement, finance, and legal teams to ensure projects are delivered on budget, contract risks are managed, and vendor relationships are commercially sound.

Key Responsibilities

  • Cost Management
  • Prepare the project development expenditure with PM
  • Support PM to monitor project budgets and review contractor's cash flow construction cost forecasts reports, prepare the project cashflow with PM and send to finance
  • Review the Request of Variation forms submitted by consultants
  • Review consultants assessed final accounts
  • Support management with cost benchmarking
  • Contract Administration
  • Review tender terms prepared by consultants for contractors works and review letter of acceptance prepared by consultants to contractors
  • Review contract terms for consultants services in collaboration with legal and prepare the letter of appointments and service agreements for consultants
  • Review consultants assessments on extensions of time (EOT) in line with contractor's provisions for liquidated damages
  • Procurement & Vendor Management
  • Coordinate tender processes: review PM's RFP/RFQ documents, evaluate bids, and conduct commercial negotiations
  • Assess with PM on vendor pre-qualification prepared by consultants
  • Review award memorandums prepared by PM
  • Reporting & Stakeholder Management
  • Review consultants monthly cost reports and update management
  • Liaise with project managers, QS teams, finance, and legal to resolve commercial issues
  • Support PM with audits and provide documentation for internal/external reviews

Job Requirements

Qualifications & Experience

  • Bachelor's degree in Quantity Surveying, Construction Management, Engineering, Business, or related field
  • At least 5 years of relevant experience in cost control, contract administration, or quantity surveying, preferably in construction, engineering, O&G, or infrastructure
  • Professional certification is a plus: RICS, CIQS, CIPS, or equivalent

Technical Skills

  • Strong knowledge of contract forms: SIA, REDAS, NEC, or similar
  • Understanding of procurement law and claims management

Soft Skills

  • Excellent negotiation, analytical, and problem-solving abilities
  • High attention to detail with ability to manage multiple contracts/deadlines
  • Strong communication skills to explain commercial terms to non-commercial stakeholders
  • Commercially astute with strong business ethics and integrity
