To oversee and manage the overall IT operational environment, including systems, development, and IT security, while ensuring that all technology policies and procedures are properly implemented and fully compliant with applicable regulations. The role is accountable for safeguarding operational efficiency, security, and regulatory adherence within organization.
Job Description:
1. Network Infrastructure
- Supervise daily monitoring of LAN, WAN and firewall environment, including problem isolation and resolution, performances troubleshooting and incident management related issues during and outside business hours.
- Monitor network activity trends maintain, diagrams and network segmentation support of switches and routers, IDS/IPS and firewalls.
- Liaise with Head Office IT teams, to manage, initiate and support of existing and future systems, standards and directives.
- Lead and manage for branch project planning and/or Head Office project planning, negotiation and implementation and support any work-related duties from time to time.
- Manage inventory of all branch IT asset and network hardware and software refreshes.
2. Information Technology Development
- Manage and guide development team to manage EUC development project and schedule.
- Support communication of developer and business unit.
- Monitor DB system running & performance and maintenance.
- Authorize the change management process to maintain/ revise EUC program.
- Manage to refresh the license of programming tool.
3. Information Technology Security
- Manage to comply technology regulation in timely manner.
- Analyze and maintain the IT risk management under technology risk framework.
- Consult business unit to assess system risk on business operation.
- Lead infrastructure team to manage vulnerability control of entire network system & diagram.
- Manage & lead the Cyber Security Control and training, responsible for the integrity and security of branch network and data secure.
4. Budget Monitoring and Control
- Budget planning, discussion and negotiation with Head Office.
- Monitor, and manage the department's annual IT budget, ensuring alignment with branch and Head Office approved annual IT budget.
- Coordinate with relevant branch stakeholders to ensure accurate forecasting, cost allocation, and timely submission of budget reports.
- Review vendor invoices, contracts, and project cost estimates to ensure compliance with budgetary limits and cost efficiency.
5. Any other assignement as required.
Requirements:
- Minimum a Degree in any IT-related discipline.
- Minimum 10 years of infrastructure and System Security Management experience and preferably with working experience in banking sector or similar regulated industry.
- Skills & knowledge about IT Risk management framework experience and preferably with working experience in banking sector or similar regulated industry.
- In-depth technical knowledge of network PC, and platform operating systems.
- Ability to lead and manage the Information Technology team of 6 including IT projects.
- Demonstrates strong technical skills, problem solving, and the ability to learn and work quickly.
- Proficiency in verbal and written skills in both English and Japanese to work closely with Japanese stakeholders in Japan Head Office.
- Preferably possesses sound knowledge of IT regulatory requirements to ensure compliance with applicable laws and frameworks.
