Position Overview

We are looking for a Business Development Manager (BDM) to drive revenue growth within Singapore's public sector. You will own the full BD cycle, from identifying opportunities and building agency relationships to structuring proposals and closing contracts. You will manage and develop junior BD, setting priorities and reviewing their pipeline work, while working closely with the technical and delivery teams to translate agency requirements into credible proposals.

The role offers a competitive monthly base salary ranging from SGD 9,000 to 11,000 complemented by annual performance-based bonuses that reward excellence and results.

Key Responsibilities

  • Build and manage a qualified pipeline of public sector opportunities across Singapore's ministries, statutory boards, and government-linked entities.
  • Lead end-to-end BD cycles from initial engagement through proposal submission, negotiation, and contract award.
  • Manage and mentor junior BD, reviewing their work and ensuring quality and consistency in pipeline execution.
  • Develop and sustain senior-level relationships with decision-makers.
  • Identify and engage ecosystem partners for joint go-to-market initiatives.
  • Coordinate with engineering, delivery, and marketing teams to produce technically sound, commercially competitive proposals.
  • Monitor government procurement signals, budget cycles, and policy priorities to position Knovel ahead of formal tenders.
  • Represent Knovel at industry events, government briefings, and ecosystem engagements relevant.
  • Maintain accurate pipeline records and report deal progress, forecasts, and conversion metrics to the department head.

Requirements

  • At least 4 years in a sales role selling solutions and services to Singapore's public sector, with demonstrated understanding of agency buying cycles and procurement pathways.
  • Demonstrated track record of closing government contracts experience with multi-year or framework agreements is preferred.
  • Strong strategic thinking, able to translate market and policy signals into action plans, not just respond to open tenders.
  • Working knowledge of AI, data, cloud, or enterprise technology.
  • Existing relationships within Singapore's public sector technology or digital transformation ecosystem are a strong advantage.
  • Strong written and verbal communication skills, able to structure clear, persuasive proposals independently.
  • Results-driven, persistent, and resilient under pressure.
  • Strong sense of ownership and accountability, comfortable operating with a degree of autonomy while reporting into department leadership.
