Senior Business Analyst

Role Overview

As a Senior Business Analyst, you will be at the forefront of driving transformative technology solutions that enhance citizen services and strengthen government operations. You will collaborate with GovTech teams and partner agencies to address the nation's most pressing digital challenges, serving as both a strategist and a hands-on leader.

Key Responsibilities

Strategic Leadership & Stakeholder Engagement

. Lead multi-agency stakeholder engagement to elicit, analyze, and document complex business requirements.

. Design and facilitate strategic workshops with senior stakeholders to align vision and priorities.

. Drive enterprise-wide change management initiatives, assessing organizational impact and developing adoption strategies.

Business Analysis & Solution Design

. Conduct deep analysis of business processes to identify systemic issues and design innovative, future-ready solutions.

. Translate requirements into functional specifications, epics, user stories, and acceptance criteria.

. Perform gap analysis and develop actionable roadmaps for solution design and implementation.

. Evaluate emerging technologies and industry best practices to recommend forward-looking solutions.

Documentation & Communication

. Produce clear documentation including process flows, data flows, wireframes, and architectural diagrams.

. Establish and maintain requirements traceability across complex project lifecycles.

. Communicate risks, dependencies, and progress effectively to diverse stakeholders.

Testing & Quality Assurance

. Design and oversee testing strategies covering functional, regression, integration, exploratory, and performance testing.

. Lead system integration testing and coordinate UAT with senior stakeholders across agencies.

. Champion defect management frameworks and continuous improvement in agile testing practices.

Data Analysis & Insights

. Perform advanced data analysis to uncover trends, insights, and opportunities for innovation.

. Use data-driven insights to inform solution design and enhance citizen and business service delivery.

Collaboration & Mentorship

. Partner with solution architects, engineers, and technical teams to ensure accurate implementation of requirements.

. Mentor junior analysts and QA team members, fostering professional growth and excellence.

What We're Looking For

Education & Professional Background

. Bachelor's degree in Information Systems, Computer Science, Engineering, or related fields.

. At least 7 years of progressive experience in business analysis, with proven ability to manage complex initiatives.

. Experience in consulting, software development, or solution design is advantageous.

Technical & Analytical Expertise

. Strong track record in Agile, product-centric environments.

. Experience with Government Technology Stack and Microsoft Azure environments.

. Advanced analytical, facilitation, and problem-solving skills, especially in discovery and prototyping.

. Expertise in requirements elicitation, documentation, and management for large-scale projects.

. Proficiency in BPMN, UML, and enterprise architecture frameworks.

. Working knowledge of AI tools and concepts.

. Advanced data analysis skills with proven impact on strategic decision-making.

Leadership & Stakeholder Management

. Exceptional leadership and stakeholder engagement skills, with the ability to influence senior executives.

. Experience designing and facilitating strategic workshops and managing complex stakeholder dynamics.

. Background in project or product management is a plus.

. Proven ability to mentor and manage multiple priorities effectively.

Testing & Quality Assurance

. Extensive experience designing test strategies, plans, and suites.

. Expertise in manual and automated testing for web, mobile, and API services.

. Deep understanding of agile testing methodologies (TDD, BDD, exploratory, shift-left).

. Strong track record in leading agile development environments.

. Strong understanding of cloud technologies, enterprise architecture, and modern application development.

. Proven success in leading public sector digital transformation initiatives.

. Proficiency in design thinking, service design, and user-centered design methodologies.

. Experience with performance testing tools (JMeter, Gatling, k6, Locust).

. Hands-on experience with complex case management systems and enterprise-level implementations.

. Background in vendor management and procurement processes.

. Demonstrated ability to drive organizational change and process improvement.
