Key Responsibilities:
Requirements Elicitation & Management
- Lead requirement gathering sessions with business users, government stakeholders, and vendors
- Translate business needs into clear functional and non-functional requirements
- Produce high-quality documentation (BRD, FRD, user stories, process flows, data mapping, interface specifications)
- Ensure full requirements traceability from business needs through design, development, testing, and deployment
- Manage requirement changes under formal governance and change control processes
Stakeholder Management
- Engage and manage senior, demanding stakeholders professionally and confidently
- Facilitate workshops, align expectations, and resolve conflicting priorities
- Act as the key bridge between business, technical teams, architects, developers, and vendors
- Ensure requirements clarity and business alignment before development to reduce rework
Solution Design & Development Alignment
- Work closely with solution architects and developers during design and development stages
- Review and validate solution designs to ensure alignment with approved requirements
- Provide input on system design, data flows, integration points, and functional feasibility
- Ensure proposed solutions are scalable, maintainable, and aligned with business goals
Testing & Implementation Support
- Support SIT and UAT planning, test case creation, and validation
- Participate in defect triaging and resolution discussions
- Ensure business requirements are fully met before production rollout
- Support deployment, cutover planning, and operational readiness activities
Governance & Documentation
- Ensure compliance with Singapore Government SDLC, audit, and governance standards
- Maintain structured documentation repositories and requirement baselines
- Support audit reviews, reporting, and governance checkpoints
Requirements
- Bachelor's Degree in Information Technology, Computer Science, or related field
- Minimum 6 years of experience as a Business Analyst in large-scale IT system delivery
- Strong experience in public sector or government projects preferred
- Proven experience in mission-critical or 24/7 systems
- Experience handling complex system integrations and multi-vendor environments
- Strong understanding of SDLC (Waterfall, Agile, or Hybrid)
- Hands-on experience with tools such as Jira, Confluence, Azure DevOps, or similar
- Strong knowledge of system design and development lifecycle, including:
- Application design concepts
- System architecture basics
- Data flow and integration patterns
- Experience supporting SIT, UAT, and production rollout
- Excellent stakeholder management skills, able to handle strong personalities and high-pressure environments
- Comfortable working in structured, audit-heavy environments
- Able to work under tight timelines and manage delivery pressure
- Willing to support after-hours or weekend work when required
- Strong analytical, structured, and delivery-focused mindset
