Job Responsibilities:
You will be responsible for the following:
Secretariat support to EPC
- Plan and organise EPC meetings and ensure timely follow-through of matter arising items.
- Ensure that SOPs and response plans are available and updated.
Operational readiness for emergencies
- Plan and organise EP exercises in accordance with MOH's KPI requirements and to enhance hospital emergency preparedness.
- Coordinate with MOH / SCDF to provide Field Medical Team (FMT) / VVIP medical support during emergencies (E.g. Civil Emergency, Ops Hornbill) or for national events (E.g. National Day).
- Ensure manpower, equipment, supplies and facilities are operationally ready for emergencies (E.g. Disease Outbreaks, Civil and National Emergencies, Toxic Plume release, Ops Red Alert – VVIP admission).
- Procure EP equipment and supplies.
- Manage EP logistics and supplies (E.g. Decontamination suits and accessories, push-to-talk (PTT) phones, non-stock FMT and VVIP supplies, equipment maintenance contracts etc.) and stores.
- Prepare and submit KPI reports (with targets met) to MOH.
Hospital Command Centre (HCC)
- Prepare Operation Instructions (OI) / mass emails for hospital-wide dissemination.
- Prepare, submit and follow through with Incident Reports according to MOH's Incident Reporting Framework.
- Assist in AV upgrade for HCC and HC3 implementation from June – Dec 2027.
- Ensure effective HCC operations during emergencies and ensure timely submission of updates to MOH.
- Point of Contact (POC) to MOH / government agencies during emergencies.
Budget management
- Responsible for annual capital and operating budgeting and utilisation, expense monitoring and reimbursements from MOH.
- Timely submission of expenditure reports and claims to MOH.
MOH Reports
- Collate and submit MOH reports on time.
Business Continuity Planning (BCP)
- Ensure hospital and departments BCP are in place, validated and reviewed with annual drills.
Other EP activities
- Facilitate security clearance for staff who are involved in National Emergency planning and handling of classified information.
- Represent NUHS to support Overseas Disaster Relief efforts.
- Undertake other EP related assignments and projects as required by the management / HOD / RO / MOH (Involvement in MOH workgroups, Exercise Controller / Safety Officer for MOH or other hospital exercises etc.).
Any other assignments
- Drive process improvement and support departmental initiatives.
- Participate in corporate events whenever necessary E.g. Outreach programmes etc.
- Undertake any assignments or projects assigned by the management / HOD / RO.
Requirements:
- Degree Holder with minimally 3 to 5 years of relevant experience in healthcare, preferably in Operations management / emergency planning.
- Minimally 2 years of leadership experience.
- Meticulous, with proficient writing, presentation and project management skills
- Critical thinker, self-motivated and a team player
- Good interpersonal and communication skills
- Proficiency in MS office and AI tools
