Job Description

Established in August 2011, JurongHealth Fund is a grant-making organisation that aims to create a positive impact and make a difference in our community through funding patients, community care, education, quality improvement and research projects. At the heart of JurongHealth Fund's objective is the promotion of all medical and health-related services that are exclusively charitable and for the benefit of the Singapore community. Governed by a Board of Directors, JurongHealth Fund is also a registered charity and an approved Institution of a Public Character (IPC). It abides by the rules stipulated in the Charities Act and Charities Regulations.

We are looking for a dynamic individual to take on the management of the Fund which covers grant making, grant tracking, fundraising and donor management, statutory reporting and compliance adherence. If you are someone with a passion for making a positive difference in patients lives, join us.

As the Key Officer of the JHF, your responsibilities include:

Strategic Planning and Leadership

  • Drive strategies and plans to continue the financial sustainability of JHF in order to support JHC's strategic goals and priorities.
  • Lead a team of 3 staff in managing the JHF, covering grant making, grant tracking, donor management, statutory reporting and compliance adherence.

Fundraising and Donor Stewardship

  • Develop a Donor Stewardship Framework to provide directions for all fundraising strategies and engagement strategies with donors.
  • Develop strategies to source for new donors via networking sessions or outreach efforts and formulate targeted propositions for each potential donor, with alignment to the donor's objectives.
  • Build and maintain strong relationships with new and existing donors through active engagement with them and recognition of their support for JHF and its positive impact.
  • Create opportunities for donors to better understand JHF and its beneficiaries, such as inviting them to annual appreciation events, programme opening or milestone celebrations.

Management of Donations & Reserves and Governance of JHF Funding

  • Oversight of the management of donations, reserves and cash flow of JHF, ensuring strict compliance with Charities Act, Personal Data Protection Act and Code of Governance for Charities and IPCs.
  • Oversight of applications to available government funding or external grants
  • Partner Finance Division to establish new guidelines of financial monitoring for signature programmes.
  • Partner Finance Division in reviewing and making prudent investment decisions to grow the JHF's financial assets.
  • Conduct regular reviews, monitoring and management of JHF's risks and report to JHF Board on the findings and follow-ups.
  • Ensure Policies and Procedure manuals are updated and audit recommendations are incorporated accordingly.

Grant Making and Grant Management

  • Review and ensure Grant Applications are in line with JHF's objectives.
  • Ensure grant awards, grant variations, quarterly claims and progress reports are in compliance with approved policies and procedures.
  • Monitor funded programmes in terms of grant utilisation, timely and accurate budgeting and reporting to JHF Board.
  • Monitor reliability and usability of the Donation and Grant Management System for grantees and staff.
  • Develop a methodology to evaluate and track each programme's Return of Investment (ROI), measuring both effectiveness and social impact so to ensure dollar maximisation to the donors.
  • Partner NUHS Fund Limited (NFL) and NUHS Group Legal to align policies and procedure manuals and foster greater collaboration and cross-sharing of expertise between the two Funds.

Requirements:

  • At least a Bachelor's Degree, preferably in Business Administration or Finance and Accounting.
  • At least 14 years of relevant working experience in grant making and/or grants management. Prior experience in working at Management/ Board Level in a charity or similar organisation is an advantage.
  • Ability to thrive in a team-oriented and mission driven environment.
  • Strong strategic thinking, analytical and project execution skills.
  • Excellent interpersonal, written and verbal communication skills.
