[What the role is]
The Data & Analytics Department is EMA's Centre of Excellence for AI and data systems, data-driven insights and digital transformation. The Transformation Office sits within the Data & Analytics Department to lead digital transformation by driving innovative change and a culture of continuous improvement.
You will drive engagement efforts with internal and external stakeholders to promulgate EMA's digital and data strategy. You will coordinate and align EMA's transformation efforts with WOG initiatives and Public Sector Transformation efforts, in particular Digital Government Blueprint 2.0. You will lead key transformation projects on new enterprise system development, redesign work processes, improve operational and regulatory efficiency, build internal capabilities and technology awareness, and enhance data capabilities for EMA and the energy sector via enhanced data flows and data sharing, etc.
[What you will be working on]
The key responsibilities of the officer include:
- [Transformation project] Project manager for identified transformation projects. Such transformation projects could be cross-departments within EMA, cross-agency within whole of government (WOG), or within the energy sector with industry players. This could entail working closely with appointed consultant or vendor in driving the project. Project manager is responsible for stakeholder engagement, project budget management, timeline and deliverable management.
- [Change projects and prototyping] Lead cross-function teams to develop proof-of-concept (POC) and implement AI or digital solutions for identified change projects. This includes redesigning work processes or work flows to enhance operational efficiency of users. It also entails mapping the right technology or tool to specific use case to solve identified problem statements effectively. For some projects, your role includes identifying and collaborating with external partners and experts on project lifecycle from research and development to deployment of POCs or productionised solutions. This may include providing domain knowledge in AI or GenAI and software development lifecycle for maintenance of POCs or productionised solutions
- [Awareness building and engagement] Drive innovation and engagement campaigns to raise technology awareness within EMA, as part of ongoing efforts to build an innovative culture. The strategic outcome is to drive adoption of AI, GenAI and digital tools within EMA, aligning with WOG Public Sector Transformation efforts.
- This role requires you to stay updated with the latest advancements in digital innovation and AI developments, and applying new findings to ongoing projects or use cases.
[What we are looking for]
Requirements:
- A good quantitative based education with minimum 5 to 8 years of experience in data or digital projects, transformation or change management roles.
- Education in Information Technology, Computer Science, AI, Data Science or other related disciplines with substantial quantitative content.
- Candidates with project manager or team lead experience are welcomed and will be considered for a team lead role.
- Independent, motivated, self-driven professional with excellent interpersonal and communication skills to lead stakeholder engagements and discussions
- Innovative and agile with a problem-solving mindset and desire to find out of the box solutions to problems.
- Knowledge and experience in working with AI, GenAI and related digital tools, and its development or deployment within an enterprise setting.
- Knowledge in agile methodology, design thinking and systems thinking frameworks will be an advantage.
- Committed team player, with a strong interest to shape Singapore's energy landscape and public service.
