Section Manager, Signal

The Section Manager, Signal leads a team comprising OCC Signal AEs and the Permanent Night PM/CM Team for PSD and Signaling. This role provides leadership, management, operational engineering, technical advisory, and fault-handling support, while overseeing and monitoring the signaling system.

Key Responsibilities

Management & Leadership

• Manage the overall function of a Section and Unit.

• Assist the Branch Manager in implementing procedures in compliance with Quality Procedures, Work Specifications, Work Instructions, Signal Standing Instructions, and all relevant changes pertaining to the Section.

• Regularly monitor staff performance and motivate the team to contribute towards Section objectives and the achievement of Signal Performance Standards.

• Plan and review the adequacy of manpower and material resources for the Section.

• Review training requirements and conduct periodic supervision of staff work.

Operational & Performance Review

• Update and gather necessary information from FSC or Ops for reporting in the FSC Daily Production Meeting.

• Analyze and review Signal and PSD system performance to ensure reliability.

• Review and endorse all reports required of the Section.

Safety, Compliance & Quality

• Ensure all Section procedures and instructions adhere strictly to regulatory and organizational standards.

• Maintain, sustain, and continuously improve safety and quality requirements within the Section.

• Manage cybersecurity compliance and audits for the Signal Branch.

• Oversee auditable procedures and processes for the IT Security System and networking.

• Follow up on non-conformance issues, investigations, and implement corrective and preventive actions (CAPA).

Budget, Contracts & Spares

• Prepare yearly budgetary estimates for the Section.

• Manage spares control to ensure operational readiness.

• Assist in establishing and managing maintenance contracts for Signaling and PSD.

Continuous Improvement & Ad-hoc Duties

• Review work practices regularly to drive continual improvement.

• Undertake ad-hoc duties or functions incidental to the assigned works as required by the Supervisor.

• Uphold the CCL Safety Mission and its three core principles in all tasks, ensuring the safety of both individual staff and the team.

• Perform other related duties as assigned from time to time.

Qualifications & Work Experience

• Possess at least 5 years of experience in a related field.

• Possess a Degree in Electrical Engineering, Mechanical Engineering, Computer Engineering, or an equivalent qualification from a recognized institution (or other relevant Engineering fields).

• Have proven working experience with Signaling and PSD (Platform Screen Door) Systems and Equipment.

Technical Skills

• Proficient in Microsoft Office Suite (Excel, PowerPoint, Word, and Outlook).

• Knowledge of IT systems, including Servers, Networking, Client/Server communication, and IT Security, will be an added advantage.
