Job Description

Overall Job Responsibility

The Director, Schemes & Trust Administration shall oversee schemes and trust, run the Future Care Planning Resource Centre and drive special projects related to augmenting support for future care planning.

Duties and Responsibilities

Future Care Planning & Special Projects

  • Oversee Trust matters ensuring due diligence is exercised and applicable policies and procedures are adhered to by the Trust Administration team.
  • Lead the operations of the Future Care Planning Resource Centre and build capability of stakeholders to support case management at natural touchpoints (e.g. SSAs, ESH).
  • Lead the development and management of an Expert Panel to provide consultancy on key Future Care Planning outcomes and initiatives, including driving special projects to augment support in future care planning (e.g. community kin).
  • Work with multiple stakeholders such as the Ministry of Social and Family Development, National Council of Social Service and other relevant 3P partners to develop FCP across the disability sector.

Disability-related Programmes and Schemes

  • Monitor demands and trends for the Schemes and provide reports/recommendations that may be required by MSF, including but not limited to, the number of applications or beneficiaries.
  • Review Schemes processes, enhance and improve schemes processes in consultation with MSF.
  • Provide oversight and direction for administration of Schemes:
    • Assistive Technology Fund (ATF) scheme
    • Disability-related Transport schemes
    • ANGEL (retention scheme for nurses) and Special Needs Saving Scheme (SNSS)
  • Provide oversight for PWD registration and Developmental Disability Registry (DDR).
  • Provide guidance and direction on complaints, feedback and MPs referrals and appeal.
Internal Duties

  • Provide input/advice to Management on business and corporate issues as required.
  • Support Senior Director, Disability Support & Services on manpower planning and Division workplans.
  • Provide guidance to team leads on procurement matters in line with existing corporate governance rules and finance directives.

Qualifications, Knowledge And Experience

  • 10 to 15 years of senior leadership experience, including significant time at Director level, spanning communications, engagement, partnerships, fundraising or related enterprise portfolios.
  • Demonstrated experience operating at enterprise and system level, with regular engagement of CEOs, Boards, ministries and public-sector stakeholders, including leadership of government communications and citizen engagement.
  • Proven track record of leading transformation, growth and innovation, including scaling platforms, programmes or place-based or digital engagement initiatives.
  • Strong strategic capability to shape organisation-wide narratives, manage complex public issues, and lead policy-linked communications and citizen engagement efforts in sensitive environments.
  • Understanding of the social service landscape, including governance, funding models, donor relations and public accountability.
  • Strong people and organisational leader with experience leading multi-disciplinary teams through change, supported by robust governance, risk and performance management.
  • Clear alignment with mission-driven leadership, with the credibility, judgement and influence to represent the organisation as a trusted senior leader and ambassador.
