What are we looking for

Arcadis has an excellent opportunity for an experienced Scheduler to work with Data Centre client in Singapore. The Scheduler is responsible for developing, maintaining, and monitoring the integrated project schedule throughout all project phases-from Early Contractor Involvement (ECI) through construction to close-out. The Scheduler ensures timely delivery by coordinating schedules across contractors, vendors, and project teams, performing critical path and risk analyses, and providing actionable insights to support project decision-making.

This position will be expected to work in our client's site across Singapore Island.

Job Scope:

Pre-Construction Phase:

  • Scheduler will be onboarded during the ECI phase at the 50% design stage (Schematic Design).
  • Once onboarding is complete, Scheduler to review the GC's program submitted as part of the tender and provide a summary of observations.
  • Scheduler to then assess any VE (Value Engineering) initiatives submitted at the 30% stage (Master Planning), if any, and advise on the schedule impact as per market standard.
  • Scheduler to review the ECI GC's preliminary project schedule that will be submitted at the end of the 50% design stage. This schedule includes:
  1. Key Project Milestones.
  2. Design finalization period post Design Development (DD) design phase.
  3. All relevant authority and/or consent approvals.
  4. High Level procurement program inclusive of any early procurement opportunities to de-risk potential market escalation and program delays.
  5. Detailed Construction Program inclusive of any early works opportunities, detailed structural sequencing and high-level substations, switching station and associated infrastructure works and
  6. Preliminary advice on weather contingency requirements inclusive of rain, heat, wind, bushfires, and other extreme events.
  7. Provide advice on acceleration options including both time and cost impacts in design and construction phases respectively.
  8. Develop preliminary construction staging plans
  • Scheduler to revert with observations of the ECI GC's project schedule within 14 days from receipt of the schedule.
  • Review and provide comments on the submitted GC's Execution Plans
  • Attend all meetings/Presentations with GC during the ECI Design process
  • Provide a detailed review and report on GC's construction Schedules to the Client Construction team.

Site Enabling Works:

  • The ECI GC is expected to commence the site establishment works prior to commencement of the Construction Stage works. These site establishment works are as follows:
  1. Site Hoarding
  2. Site Clearance and Tress clearance
  3. Bulk Earthworks
  4. Preliminary Temporary Offices and Security Cabins
  • Scheduler to monitor the GC's progress and schedule during this stage and ensure that key works are monitored in reference to the key project milestones
  • Monitor the GC's progress and provide comments on the GC's Execution Plans
  • Attend all meetings/Presentations with Bidders during the ECI Design process
  • Provide a detailed review and report on GC's progress.
  • Work with the contractor to produce a 2-week look-ahead schedule for tracking purposes
  • Work with the contractor to identify and correct the problems within the schedule as the projects progress.
  • Run a weekly schedule monitoring meeting
  • Re-sequence items to mitigate time loss
  • Lead the scheduling coordination between Early works and Main Works Packages
  • Provide a weekly Critical Path Analysis and the multiple Critical Paths
  • Provide a P50 and P90 Analysis of the schedule based on GC's resource deployment plans

Construction Phase:

  • Work with the Contractor to establish a master schedule within 2 weeks of project commencement.
  • Work with the contractor to produce a 2-week look-ahead schedule for tracking purposes
  • Work with the contractor to identify and correct the problems within the schedule.
  • Run a weekly schedule monitoring meeting
  • Re-sequence items to mitigate time loss
  • Work with CX, Controls and Security teams to ensure their requirements are captured within the GC Master Schedule.
  • Lead the Scheduling coordination between Site Enabling works and Main Works Packages
  • Provide a weekly Critical Path Analysis and the multiple Critical Paths
  • Provide a P50 and P90 Analysis of the schedule based on GC's resource deployment plans.

Close Out Phase:

  • Provide the Client Construction Manager a progress report identifying the following four weeks prior to H2C:
  1. Project Status Report
  2. Status of Project Overall Schedule.
  3. Report on GC's completion of the L2 and L3 tests
  • At the end of the project, provide a Project Review Report that highlights all the key project developments that impacted the project key milestones
  • In case of any EOT claims from the GC or other Client appointed contractors,
  1. SMPS vendor to provide analysis reports to the Client CM team.
  2. SMPS vendor to support Client CM team until settlement of such claims

Deliverables:

  • Prepare a Weekly Dashboard that indicates the status of all the key project deliverables
  • Weekly report that outlines the following
  1. Status of Construction Activities
  2. Status of Open Observations
  3. Change orders submitted by the GC
  • Summary of new Observations
  • Status Project overall cleanliness and housekeeping efforts
  • Ad-hoc reports as advised by the Client CM
  • Submit fully integrated Schedules on Microsoft Projects (MSP).
  • Submit Critical Path Analysis with MSP and provide a weekly comparison
  • Track the progress and delivery of Client OFCI (Owner Furnished) Long Lead Equipment
  • Integrate all individual schedules from GC, Client LLE Vendors, Client Controls vendor and Client CX team into a single master schedule.

Job Requirements:

  • Bachelor's degree or Advanced Technical Degree in Engineering, or Specialty area
  • Minimum of 10 years of experience in planning in the industrial, civil, or technology-related construction field(s)
  • Fluent in English (primary or secondary).
  • Experience with the creation and administration of inspection planning, tracking and reporting programs.
  • Experienced and trained in scheduling
  • Knowledgeable on all the various Scheduling techniques.
