Safety Coordinator

Job Description

1. Safety Planning & Compliance

• Implement the Project HSE Plan for tunnelling works

• Ensure compliance with local safety laws, OSHA/ISO standards, and client requirements

• Review and approve method statements, risk assessments (JSA/JHA), and permits to work

• Coordinate safety requirements for blasting, excavation, shotcreting, and TBM operations

2. Site Monitoring & Inspections

• Conduct daily underground safety inspections

• Monitor critical hazards:

  • Ground instability & rock falls

  • Ventilation & air quality (gas, dust, oxygen levels)

  • Water ingress & flooding

  • Explosives handling (if applicable)

  • Electrical and heavy machinery risks

• Stop unsafe work and report violations immediately

3. Training & Awareness

• Deliver toolbox talks and safety briefings

• Conduct safety inductions for new workers and visitors

• Train workers on:

  • Confined space entry

  • Emergency evacuation

  • PPE usage

  • Working near TBM/blasting zones

4. Incident Management

• Investigate accidents, near misses, and unsafe conditions

• Prepare incident reports and corrective action plans

• Coordinate with management to prevent recurrence

5. Emergency Preparedness

• Ensure readiness for fire, gas leaks, collapse, flooding, and medical emergencies

• Monitor emergency equipment:

  • Refuge chambers

  • Gas detectors

  • Firefighting systems

  • Emergency lighting and communication systems

• Participate in mock drills and emergency response exercises

6. Documentation & Reporting

Maintain HSE records:

• Inspection reports

• Training logs

• Permit-to-work systems

• Incident statistics

Prepare daily/weekly safety reports for management and clients

Requirements

• Able to work 6 days per week, including Saturday and Sunday shift work

• Diploma or Degree in Safety Engineering, Occupational Health & Safety

• Valid Safety Officer certification

• 5 years experiences in tunnelling projects

• Knowledge of TBM, NATM, drill & blast methods
