Job Description

Job Purpose:

Supports the Resource Planning Manager (L3) in the development, analysis, and maintenance of medium- and short-term resource plans (staff and equipment) and associated rosters for the assigned business area/entity/stations, ensuring alignment with overall business strategy and Service Level Agreements (SLAs). The role includes ownership of creating and maintaining operational rosters that optimally cover forecasted demand, proactively identify risks, and implement mitigation strategies to ensure continuity and service excellence. Additionally, contributes to what-if scenario planning for operational projects by applying statistical and optimisation methods to generate and interpret scenarios that assist management in strategic decision-making and policy formulation, delivering innovative and cost-effective services to customer airlines.

Key Responsibilities:

Plan:

. Facilitate all activities related to manpower and equipment budgeting for the business area/entity/station during the annual budget cycle.

. Conceptualise, develop, and deploy resource deployment rules in line with business plans, strategy, and specific SLAs with customer airlines, and model these rules in the Resource Management System (RMS).

. Apply mathematical modelling and statistical analysis to run what-if scenarios and recommend resource adjustments, ensuring key performance indicators (KPIs) remain aligned with business strategy. Where required, challenge existing resource plans to identify efficiency improvements.

. Evaluate departmental requests for additional or replacement resources against the yearly budget and KPIs, and recommend the optimal resource requirements to obtain necessary high-level approvals.

Deploy:

. Influence and interact with process owners and department heads to ensure effective implementation of redesigned resource rules and processes.

. Act as a Subject Matter Expert (SME) for the RMS and associated tools to enable maximum utilisation in developing planning scenarios Manage ad-hoc manpower and GSE (Ground Support Equipment) plans to facilitate infrastructure changes (e.g. new airlines, contract changes, airline moves etc ) as they arise.

Lead:

. Plan, organise, and lead project teams to improve engagement standards across all business units, in conjunction with other Business Support functions.

. Promote a culture of continuous improvement in resource planning practices, ensuring engagement standards and processes are regularly reviewed and enhanced.

Execute:

. Develop optimised master rosters for all operational roles based on agreed roster rules and forecasted workloads (e.g. seasonal/monthly schedule changes).

. Present roster solutions to senior management with accompanying metrics (coverage, under-coverage, efficiency) to demonstrate that resources are fully utilised while meeting required service levels within the defined roster rules.

. Ensure rosters are maintained to cover operational demand, identify risks, and implement mitigations proactively.

. Continuously maintain up-to-date engagement standards for each department and update these via structured process provide thorough analysis of engagement, utilisation, and related metrics to Finance to inform airline profitability analyses.

. Prepare and maintain all regular and ad-hoc reports on KPIs, manpower status, engagement rules, and roster performance (weekly, monthly, annual) to enable informed decision-making by senior management.

. Incorporate feedback from Real Time Control (RTC)/Operational feedback and statistical reports on any deviations from engagement rules, and utilise this information to review and recommend revised engagement standards - driving an optimised Plan-Deliver-Review (PDR) cycle for resource planning.

Qualifications & Skills:

. Education: Bachelor's degree in industrial engineering, Operations Research, Statistics, Mathematics, or a related quantitative field.

. Experience: 3 to 6 years of total experience at a mid-senior level, including at least 3 years in resource planning within the same industry (covering planning, rostering, and real-time control functions). Demonstrated experience in effective stakeholder engagement, leading the Plan-Deliver-Review cycle, supporting new station setups, and providing costing/pricing adjustment support to commercial teams.

. Technical Skills: Advanced proficiency in MS Excel, PowerBI, and data modelling, as well as expertise in enterprise resource planning systems like GSPL (GroundStar Planning)2. (Familiarity with the INFORM suite of planning tools is expected.)

. Other Skills: Strong analytical and problem-solving abilities effective communication (written and verbal) and negotiation skills creativity and lateral thinking for innovative solutions and a systematic approach to documenting processes and reports1. The ability to collaborate across teams and adapt plans based on dynamic operational feedback is also essential.

Competency Level:

. Competencies: This role is expected to be performed at a Supervisor proficiency (Level 3) for most leadership competencies - for example, Delivering, Providing Direction, and Drive - reflecting the responsibility to supervise and guide planning activities.

. It also requires an Individual Specialist proficiency (Level 2) in Collaboration, meaning the specialist works effectively as part of a team while coordinating with others, rather than in a formal managerial capacity.
