Resident Technical Officer (Electrical) - CWRP Project
Location: Tanah Merah
Employment Type: 24-month contract (renewable)
Work Schedule: 5.5 days/week
Role Overview
You will be responsible for overseeing the quality and compliance of electrical installations across multiple construction packages within a major water infrastructure project. Acting as part of the Construction Management (CM) team, you will ensure that all electrical works meet project specifications, regulatory standards, and industry codes.
This role involves working closely with engineering leadership and coordinating across various contracts to maintain uniform quality standards. You will also liaise with the project client, Public Utilities Board (PUB), as well as external stakeholders when required.
Key Responsibilities
- Report to the Construction Manager and collaborate closely with Resident Engineers (REs) and RTOs across disciplines such as CSA and EICA.
- Interpret and review project documentation including drawings, specifications, and BIM models related to electrical systems.
- Apply established supervision processes, workflows, and tools to monitor site activities.
- Conduct inspections and ensure quality assurance practices are consistently implemented across all assigned contracts.
- Review contractor submissions such as method statements, inspection and test plans (ITPs), and quality records.
- Enforce adherence to applicable codes, standards, and project specifications.
- Track site progress through contractor notifications, coordination channels, and communication with site teams.
- Ensure all inspection records and documentation comply with authority and project requirements.
- Escalate critical quality issues to senior engineering personnel and maintain proper reporting channels.
- Maintain and monitor a log of quality-related issues, ensuring timely resolution and closure.
- Oversee testing and inspection activities, including any specialized requirements, ensuring proper coordination across packages.
- Verify completeness and compliance of contractor documentation and records.
- Maintain accurate and up-to-date site records.
- Participate in coordination meetings with the client and contractors on quality-related matters.
- Supervise contractor-led works, including reviewing submissions and verifying compliance with design and execution standards.
Requirements
- Diploma or equivalent qualification in Electrical Engineering or related field
- At least 5 years of relevant site experience in quality inspection and supervision
- Prior exposure to water or wastewater infrastructure projects in Singapore is highly preferred
- Strong understanding of QA/QC processes, inspection protocols, and regulatory requirements
- Familiarity with BIM and construction documentation
