Job Summary
The Resident Technical Officer (RTO) is responsible for site supervision, quality assurance, and compliance with design specifications, codes, and safety regulations. The RTO supports the project team to ensure the works are executed according to approved drawings and standards set by Singapore regulatory bodies (e.g., BCA, PUB, LTA).
Key Responsibilities
- Site Supervision & Coordination
- Conduct daily site inspections and monitor construction activities.
- Ensure works comply with approved drawings, specifications, and method statements.
- Coordinate with contractors, subcontractors, and consultants on-site matters.
- Report site progress, issues, and non-conformities promptly to Management.
- Quality Assurance & Compliance
- Verify materials delivered to site meet quality and specification requirements.
- Ensure workmanship quality meets industry standards and contract specifications.
- Monitor testing and commissioning works (e.g., concrete cubes, NDT tests, M&E tests).
- Ensure compliance with BCA, MOM, PUB, LTA, and other relevant authorities.
- Documentation & Reporting
- Maintain detailed site records including daily reports, site diaries, and photographs.
- Attend technical and site meetings and provide updates.
- Assist in preparing inspection checklists and reports for QP supervision.
- Track rectification works and follow up until closure.
- Safety Oversight
- Observe and report unsafe practices or conditions.
- Ensure contractors follow safety procedures and approved risk assessments.
- Coordinate with the Safety Officer (WSHO) and project team.
Job Requirements
Academic Qualifications & Certificates
- Diploma/Degree in Civil or Structural Engineering
- Registered C&S RTO with BCA-recognised institution
- Min 3 years site experience (building / A&A / civil projects)
Skills & Competencies
- Good understanding of construction drawings and codes of practice.
- Strong site supervision and coordination skills.
- Good communication skills with stakeholders.
- Ability to work under pressure and meet deadlines.
- Proficient in MS Office and basic digital tools (e.g., BIM viewers, site apps).
