Role Overview
We are seeking a highly experienced Regulatory Compliance Manager to join our Group Governance Office. This is a strategic and hands-on role responsible for addressing cross-functional regulatory issues raised across different business lines within the Group. Key areas include AML/CFT, customer onboarding, regulatory advisory, cross-border licensing requirements, compliance framework enhancement, and governance policy development.
The ideal candidate combines deep regulatory expertise with practical compliance experience, can provide clear regulatory interpretations, and enjoys working with stakeholders to develop compliant yet business-oriented solutions. You will help strengthen compliance culture across the Group and uplift the governance standards in a rapidly evolving financial and fintech landscape.
Key Responsibilities
1. Regulatory Advisory & Stakeholder Support
- Act as a central advisor on regulatory and licensing issues across multiple jurisdictions.
- Provide timely guidance on new products, business initiatives, and operational processes.
- Assess cross-border regulatory implications and advise on compliance requirements and risk mitigations.
- Work closely with Legal, Risk, Operations, and various business teams to resolve complex regulatory issues.
2. AML/CFT & Customer Onboarding Oversight
- Provide expertise on AML/CFT controls, onboarding standards, KYC, and enhanced due diligence.
- Assess AML/CFT risks escalated by business lines and ensure alignment with group-wide standards.
- Collaborate with AML and Fraud teams on risk assessments, investigations, and remediation efforts.
3. Licensing & Regulatory Filings Management
- Track and manage licensing and registration obligations for Group entities across jurisdictions.
- Support licence applications, renewals, amendments, and regulatory submissions.
- Monitor emerging global regulations and assess their impact on the Group's business operations.
4. Policy Development & Compliance Framework Enhancement
- Lead the drafting and enhancement of AML/CFT, compliance, governance, and operational policies.
- Strengthen the Group's overall compliance framework, ensuring consistency across business units.
- Identify gaps in controls and processes, proposing improvements to uplift governance maturity.
5. Monitoring & Horizon Scanning
- Monitor regulatory developments worldwide, including guidance, enforcement trends, and new frameworks.
- Summarise regulatory changes and communicate implications to senior management and stakeholders.
- Translate new regulations into internal requirements and implementation plans.
6. Compliance Culture & Training
- Promote compliance awareness across the organisation through training and communication initiatives.
- Develop and deliver training on AML/CFT, regulatory obligations, and compliance best practices.
- Support governance initiatives such as compliance reviews and internal assessments.
7. Incident Management & Remediation
- Assist in managing regulatory breaches, compliance incidents, and internal escalations.
- Coordinate remediation efforts and track progress to closure.
- Prepare internal incident reports and support necessary regulatory notifications.
Requirements
Professional Experience & Knowledge
- 1012 years of relevant experience in regulatory compliance, AML/CFT, governance, or financial regulation roles within financial institutions, fintechs, VASPs, or professional services firms.
- Strong understanding of AML/CFT, onboarding processes, cross-border regulatory obligations, and licensing frameworks.
- Solid knowledge of regulatory regimes in Singapore, Hong Kong, EU/UK, U.S., BVI, Cayman, or other major financial centres.
- Big 4 consulting (Regulatory/AML/Financial Services) or ex-regulator experience (e.g., MAS, HKMA, SFC, FCA, FinCEN) is a significant advantage.
- Proven experience advising senior stakeholders and supporting new business/product reviews.
- Strong background in policy drafting, compliance frameworks, and regulatory interpretation.
