Position Summary

We are looking for a technically strong and hands-on Senior Compliance Manager to join our Singapore team. You will play a critical role as the go-to compliance advisor for business and product teams, helping to shape and guide regulatory-compliant product development and business growth. While direct experience with the MAS Payment Services Act is strongly preferred, we also welcome candidates with deep experience advising on other MAS-regulated activities, such as those governed by the Securities and Futures Act (SFA), Financial Advisers Act (FAA), or Banking Actwho are willing to learn and adapt quickly.

This role is meant for someone who is also able to thrive as an individual contributor, enjoys solving complex regulatory questions, and is comfortable navigating ambiguity in a fast-paced fintech environment.

You will report directly to the Group Chief Compliance Officer and primarily focus on Singapore, while ensuring you and your team provide regional compliance support to other Southeast Asian markets to supplement existing teams there as needed.

Key Responsibilities

  • Provide end-to-end regulatory compliance advice to business, legal, and product teams on both new product initiatives and changes to existing offerings, particularly with regard to the Atome app and its buy-now-pay-later ecosystem.
  • Interpret MAS regulations (e.g. Payment Services Act, anti-scam obligations, DPT guidance, etc.), or other relevant MAS-administered laws (e.g. under the SFA, FAA, or Banking Act), and apply them pragmatically to product design and operational processes.
  • Act as the primary compliance point of contact for the Singapore business and regulatory engagements with MAS.
  • Monitor the regulatory landscape and assess the impact of changes on the business, offering timely and practical recommendations.
  • Lead the implementation of internal policies, controls, and frameworks to ensure alignment with Singapore regulatory requirements.
  • Provide compliance support on outsourcing arrangements, including regulatory notifications, due diligence, and ongoing oversight obligations under MAS outsourcing guidelines.
  • This is a senior individual contributor role until further notice.
  • Support regulatory reporting, license obligations, and compliance deliverables tied to Board or management requests.
  • Participate in relevant industry events, working groups, and forums to stay ahead of emerging regulatory trends and represent the company's perspective.
  • Build relationships with regulators and peers through active involvement in appropriate industry bodies.
  • Partner with regional legal and compliance colleagues to align group-wide approaches and share regulatory knowledge.
  • Conduct internal training to build compliance awareness and capability within the business.

Minimum Requirements

  • Bachelor's degree or equivalent, preferably in Law, Finance, or a related field.
  • At least 5 to 8 years of compliance experience, with a strong track record as an individual contributor providing regulatory advisory in financial services, payments, fintech, or other MAS-regulated sectors.
  • Familiarity with the MAS Payment Services Act and related regulations is strongly preferred. However, candidates with deep experience under the SFA, FAA, or Banking Act who demonstrate readiness to upskill quickly will also be considered.
  • Hands-on experience with MAS outsourcing guidelines, including the ability to review and support end-to-end outsourcing lifecycle compliance.
  • Demonstrated ability to work directly with product and business teams in a fast-moving environment.
  • Excellent analytical and communication skills, with the ability to translate legal/regulatory concepts into practical business actions.
  • Self-starter, able to work independently and manage ambiguity while remaining grounded in regulatory expectations.
  • Prior experience managing team members will be a strong plus, but not required. Regardless, the successful candidate must demonstrate a strong mindset and commitment to developing talent within the team. This includes providing guidance, building capabilities, and creating an environment for high performance. Team leadership and people development will be a key part of how success is measured in this role.

Preferred

  • Experience working in a fintech, digital bank, regulated payment institution, or other fast-paced, tech-driven financial services company.
  • Exposure to regulatory compliance matters across Southeast Asia or other comparable markets.
  • Experience engaging directly with MAS or other financial regulators, or participating in regulatory consultations and industry working groups.
