About Us

MetaComp Pte Ltd is a leading Singapore-based digital payment solution provider, licensed and regulated by the Monetary Authority of Singapore (MAS) as a Major Payment Institution, to provide Digital Payment Token Services and Cross-border Payment Transfers. Operating under a P2B2C (platform-to-business, partners-to-clients) model, MetaComp provides its clients with an integrated end-to-end suite of services, empowering them to confidently enter the digital asset market with much-needed safety, security, and compliance assurance. Together with its parent company, Metaverse Green Exchange Pte. Ltd. (a MAS-licensed CMS holder permitted to carry out, inter alia, brokerage and custody services), MetaComp introduces its suite of services through CAMP (Client Assets Management Platform) which allow businesses to develop and scale their digital asset offerings through various products and/or services such as over-the-counter transactions, fiat payments, digital asset custody and prime brokerage.

About the Role

We are seeking an experienced Regulatory Compliance Director to support the Group's regulatory compliance and licensing initiatives across multiple jurisdictions. This role is responsible for advising on regulatory requirements, driving the implementation of regulatory frameworks, and supporting licensing applications for new markets and products within the Group's fintech and digital asset ecosystem. The ideal candidate has strong regulatory knowledge, enjoys working across cross-functional teams, and is able to manage complex regulatory and licensing projects in a fast-paced, cross-border environment.

Key Responsibilities

1. Regulatory Implementation & Advisory Support (Singapore)

  • Support the interpretation and implementation of regulatory requirements issued by the Monetary Authority of Singapore (MAS).
  • Assist in operationalising MAS Notices and Guidelines relating to AML/CFT, Digital Payment Token (DPT) services, Travel Rule, Technology Risk Management (TRM), Cyber Hygiene and E-Payments User Protection.
  • Work closely with business, product and operations teams to translate regulatory requirements into practical controls, policies, procedures and operational processes.
  • Support regulatory assessments and provide implementation advice for new products, services and business initiatives.
  • Assist in monitoring regulatory developments and contribute to the enhancement of internal compliance frameworks and controls.

2. Licensing & Regulatory Engagement

  • Lead regulatory licensing applications for new markets and product launches across APAC, EMEA, and the Americas.
  • Assist in developing licensing strategies and evaluating regulatory structures for business expansion.
  • Coordinate with internal stakeholders to prepare and compile licensing applications and supporting documentation.
  • Assist in preparing business plans, policies, and regulatory submissions.
  • Support communications with regulators and external advisors throughout the licensing process.
  • Track licensing timelines, regulatory requests, and post-licensing obligations.

3. Product & Operational Compliance Support

  • Assist in documenting controls around custody segregation and customer asset protection.
  • Provide regulatory advisory to Product and Engineering teams throughout the product development lifecycle.
  • Translate regulatory requirements into product specifications, system controls and technology design.
  • Ensure regulatory requirements are embedded into product features, workflows and operational processes, including:
  • Customer onboarding and wallet screening
  • API integrations and partner connectivity
  • Stablecoin and Digital Payment Token (DPT) transaction flows
  • Review new product features and technology enhancements to identify regulatory implications and recommend compliant solutions.
  • Support the design and documentation of regulatory controls relating to customer asset protection, custody segregation and other applicable regulatory requirements.

Minimum Qualifications:

  • Bachelor's degree in Law, Finance, Business, or a related discipline.
  • Minimum 10+ years of experience in regulatory compliance, regulatory advisory, licensing, or legal within fintech, payments, digital assets, banking, or financial services.
  • Strong knowledge of the MAS Payment Services Act, MAS Notices and Guidelines, including AML/CFT, Digital Payment Token (DPT) services, Cross-border Money Transfer, Travel Rule, Technology Risk Management (TRM), Cyber Hygiene, and customer asset safeguarding.
  • Demonstrated experience leading regulatory implementation, licensing applications, and advising business and product teams on regulatory requirements.
  • Excellent stakeholder management and communication skills, with the ability to influence effectively across Product, Engineering, Legal, Compliance, Operations, and regulators.
  • Proven ability to manage multiple regulatory and licensing initiatives in a fast-paced, cross-functional environment.

Preferred Qualifications

  • Experience leading licensing applications across multiple jurisdictions, particularly in payments, digital assets, or financial services.
  • Experience embedding regulatory requirements into product design, technology architecture, and operational processes (compliance by design).
  • Exposure to regulatory frameworks across Hong Kong, the Middle East, Europe, or other international jurisdictions.
  • Background as a qualified lawyer, regulatory professional, or senior compliance practitioner.
  • Professional certifications such as CAMS, ICA, CGSS, ACFCS, CISSP or CISM would be advantageous.
