1. Job Summary
The Regulatory Compliance Engineer is responsible for ensuring that all FPSO design, construction,
installation, and operation activities comply with relevant local and international regulatory requirements,
classification society rules, and project-specific standards. This role interfaces with authorities,
classification bodies, engineering teams, and subcontractors to secure timely approvals, certifications, and
permits required for project execution.
2. Key Responsibilities
Regulatory Compliance
. Ensure FPSO design and engineering meet regulatory requirements such as IMO, MARPOL, SOLAS,
ISM, ISPS, Flag State regulations, Malaysia Regulatory Requirements applicable.
. Ensure compliance with rules and standards from classification societies (e.g., ABS, DNV, BV).
. Coordinate and submit documents for Class approval, statutory certificates, and authority permits.
. Review and interpret regulations to provide clear compliance guidance to engineering and project
teams.
Stakeholder Management
. Liaise directly with regulators, government agencies, and Flag State authorities for approvals.
. Manage submissions, queries, and approval cycles with Class, Port Authorities, Coastal State, Flag
and relevant regulatory bodies.
. Track and ensure timely renewal of certificates and statutory documents required for FPSO
operations.
Documentation & Compliance Tracking
. Prepare and maintain regulatory compliance matrices, registers, and tracking tools for all FPSO
systems.
. Review engineering deliverables (drawings, specifications, analyses) to verify compliance with
applicable rules.
. Ensure that design changes, deviations, and technical queries are evaluated for regulatory impacts.
. Prepare regulatory compliance dossiers for handover to Operations at the completion of project
phase.
. Report on the performance and status of regulatory compliance elements throughout project
execution.
Project Support & Design Assurance
. Support topsides, hull, marine, and safety engineering teams in meeting regulatory obligations.
. Provide guidance on permitting timelines, compliance risks, and mandatory certifications.
. Monitor contractor compliance with project and regulatory requirements during fabrication,
integration, and commissioning.
. Develop material and deliver training for project personnels on project regulatory compliance
requirements.
Audit, Inspection & Verification
. Support internal and external audits related to regulatory compliance.
3. Requirements
Qualifications
. Bachelor's degree in Engineering (Marine, Mechanical, Electrical, Chemical, Offshore Engineering,
or related field).
. Additional certifications in regulatory compliance, maritime law, or offshore safety standards are
advantageous.
Experience
. At least 5-15 years of FPSO, offshore, or maritime regulatory compliance experience (depending on
seniority).
. Strong understanding of offshore regulatory frameworks and Class rules.
. Prior experience interfacing with Class societies and regulatory authorities is essential.
. Preferred experience at least 1 FPSO for Malaysia operation.
Skills & Competencies
. Strong knowledge of maritime legislation and offshore safety standards.
. Familiarity with FPSO design, topsides systems, hull, marine systems, and safety engineering.
. Excellent communication, coordination, and stakeholder management skills.
. High attention to detail and strong documentation management capability.
. Ability to interpret complex standards and translate requirements into actionable guidance.
