Job Description:

  • Lead and coordinate compliance activities for offshore HVAC/HVDC substations located within German waters in accordance with BSH requirements, German offshore regulations, and applicable statutory frameworks.
  • Serve as the primary focal point for all BSH-related matters during Concept Select, FEED, detailed engineering, procurement, fabrication, transportation, offshore installation, commissioning, and project handover phases.
  • Interpret and implement German offshore regulatory requirements including BSH approval conditions, Offshore Wind Energy Act (WindSeeG), German Federal Maritime regulations, and offshore grid connection requirements.
  • Coordinate with engineering disciplines, project management teams, clients, certifying authorities, classification societies, and subcontractors to ensure timely implementation of BSH and German statutory compliance requirements.
  • Support development and implementation of project compliance strategies, authority engagement plans, compliance matrices, and regulatory execution plans.
  • Monitor and track compliance obligations, approval conditions, statutory commitments, deviations, non-conformities, and close-out actions associated with BSH approvals and regulatory commitments.
  • Support preparation, consolidation, review, and submission of compliance documentation required for BSH, client, certifying authority, TSO, environmental authority, and classification society reviews.
  • Coordinate technical and regulatory interfaces associated with offshore substation approvals including structural certification, electrical compliance, offshore safety requirements, marine operations approvals, and environmental commitments.
  • Ensure compliance with German offshore requirements related to offshore electrical systems, grid code compliance, EMC/EMI requirements, hazardous area considerations, offshore safety systems, and marine operations.
  • Coordinate and manage regulatory deliverables associated with offshore transportation, lifting, installation, offshore campaigns, and commissioning activities.
  • Support management of design deviations, concession requests, technical clarifications, and change management processes from a regulatory and statutory compliance perspective.
  • Interface with BSH, certification bodies, classification societies, Marine Warranty Surveyors (MWS), environmental consultants, and transmission system operators on regulatory and technical compliance matters.
  • Participate in design reviews, HAZID/HAZOP workshops, risk assessments, constructability reviews, offshore readiness reviews, and certification meetings to ensure regulatory compliance requirements are incorporated into project execution.
  • Support audit activities, compliance reviews, regulatory inspections, and document traceability requirements throughout project execution.
  • Maintain awareness of evolving German offshore regulations, offshore wind requirements, grid code updates, and European offshore compliance frameworks relevant to offshore HVAC/HVDC projects.

Requirement:

  • Bachelor's Degree in Engineering, Naval Architecture, Offshore Engineering, Electrical Engineering, Marine Engineering, Regulatory Engineering, or related discipline from a recognised university.
  • Master's degree in Offshore Engineering, Energy Systems, Regulatory Compliance, or related field is advantageous.
  • Minimum 8 years of experience in offshore regulatory compliance, certification, statutory engineering, or offshore project execution, with at least 3 years directly supporting offshore substations, offshore wind, HVDC platforms, or offshore energy infrastructure projects.
  • Demonstrated experience across Concept Select, FEED, detailed engineering, construction, transportation, offshore installation, and commissioning phases for offshore EPC projects.
  • Strong understanding of German offshore regulatory frameworks including BSH approval processes, Offshore Wind Energy Act (WindSeeG), German offshore permitting requirements, and offshore statutory obligations.
  • Working knowledge of German offshore standards, European offshore regulations, and applicable international codes including BSH standards, DNV offshore standards, IEC standards, Eurocodes, and offshore certification frameworks.
  • Familiarity with offshore certification and verification processes involving BSH, certifying authorities, classification societies, Marine Warranty Surveyors (MWS), and transmission system operators such as TenneT.
  • Experience supporting offshore HVAC/HVDC substations, converter platforms, offshore wind farms, offshore transmission systems, or large offshore EPC projects is highly desirable.
  • Understanding of offshore engineering disciplines including structural, electrical, marine operations, transportation and installation (T&I), safety, and environmental engineering interfaces.
  • Experience preparing and managing compliance registers, regulatory tracking systems, certification matrices, and authority submission documentation.
  • Strong document management and technical coordination capability within multidisciplinary offshore EPC execution environments.
  • Familiarity with German offshore environmental and marine operational requirements including navigation safety, offshore installation permitting, and offshore operational restrictions is advantageous.
  • Experience interfacing with clients, regulatory authorities, certification bodies, offshore contractors, and international project stakeholders.

  • Ability to interpret complex regulatory requirements and translate them into practical engineering and project execution actions.
  • Strong coordination and interface management capability across multidisciplinary engineering, certification, construction, marine operations, and project management teams.
  • Effective communication and stakeholder management skills with BSH, certifying authorities, clients, TSOs, classification societies, and subcontractors.
  • Strong attention to detail and ability to manage large volumes of compliance documentation, statutory deliverables, and regulatory tracking activities.
  • Capable of managing compliance risks, regulatory deviations, and statutory close-out activities within demanding offshore EPC schedules.
  • Strong organisational and reporting capability with ability to track multiple regulatory workstreams simultaneously.
  • Proactive, self-driven, and able to work effectively in fast-paced international offshore project environments.
  • Strong technical reporting, presentation, and regulatory documentation skills for both technical and management-level stakeholders.
  • Willingness to travel for authority meetings, fabrication support, offshore campaigns, project site activities, and client engagements as required.
