About Global Payment In line with ByteDance's globalization plans, there has been an increasing demand for payment services to: (1) enhance and support our current business needs and (2) increase our service offerings to the end user. As such, the need for payment services has gradually increased in our overseas business development strategy. Whether it's paying money to creators/users to encourage user growth, or offering paid services to users, payments have become an important step in our integrated service offerings. In order to facilitate and provide such services, Global Payment (GP) was set up. GP is supported by a group of payments licensed entities which are subsidiaries under ByteDance Ltd. About the role We are seeking a Regulatory Affairs and Licensing Compliance officer to support the APAC Compliance Officer in providing regulatory compliance oversight over licensed entities and supporting the licensing agenda within the APAC region. This role requires someone that is familiar with the payments regulatory regime, self driven and adaptable to changes to achieve its yearly objectives in a highly fast paced environment. Responsibilities - Stay informed about changes in financial regulations and compliance standards in APAC countries. - Coordinate and support onsite regulatory examinations and audits (internal/external) by regulators and auditors - Track, renew, and manage payment licenses in APAC countries. - Coordinate with regulatory bodies to ensure timely and accurate license applications. - Conduct regular assessments to ensure ongoing compliance with licensing requirements. - Provide expertise on licensing requirements for new market entries and expansions. - Draft clear compliance requirements and work with tech and product teams to translate into engineering requirements. - Ensure compliance requirements are implemented by establishing project plans, defining owners and milestones and management reporting to senior management. - Promote a culture of compliance, proactively engaging peers and stakeholders across business, operations, and technology teams to educate on compliance awareness

Qualifications

Minimum Qualifications: - 5+ years of experience in regulatory change management, compliance or advisory roles in a financial institution, preferably at banks/payment institutions/money service business/consulting environment. - Prior experience working as a regulator or working in a payment institution with regional exposure - Hands-on, with working familiarity on compliance related matters, especially with the implementation and operationalization of regulations, rules, policies and processes. - Experience running regulatory change management projects at country or regional level Preferred Qualifications: - Good analytical, project management and problem solving skills. - Good at execution, pressure handling and teamwork. - Ability to organize work, prioritize tasks and handle multiple assignments simultaneously. - Proven ability to work and execute with minimal supervision
