The Regional Resource Manager(Singapore) is responsible for the day-to-day management of the UTEC Survey offshore personnel employed in their region. This includes deployment, performance management, recruitment, and pay and reward. They are the main point of contact for the local business line and responsible for satisfying all crewing requirements in the region and prescribing protocols for establishing these.
Duties/Responsibilities:
- Functional Line Manager for offshore personnel in the region.
- Senior point of contact for local business unit.
- Ensure all projects in region are crewed with suitable personnel.
- Lead a team of crewing staff.
- Liaise with other Regional Resources Managers and Group Resources Manager to ensure the best distribution of available talent and experience globally.
- Review and set rates of pay for offshore personnel.
- Execute performance management duties for offshore personnel and crewing staff, including but not limited to promotion, succession planning, disciplinary, and career development.
- Establish required crewing levels in region and recruit to satisfy demand.
- Identify training needs for offshore personnel and crewing staff and drive attendance.
- Liaise with and manage suppliers of agency offshore personnel.
- Participate in vessel visits and otherwise liaise with offshore personnel.
- Maximise utilisation of offshore personnel to ensure contractual obligations are fulfilled and the use of agency staff is kept to a minimum.
- Promote Acteon values among workforce.
- Liaise with and manage travel contractor at a local level.
- Participate in and facilitate graduate training programmes, as required.
- Promote the need for and secure supernumerary training berths on project vessels in region.
- Prepare and present data relating to the foregoing.
- Any other task appropriate to the role.
Requirements:
- Educated to degree level or with equivalent experience
- Detailed knowledge of the management of offshore survey projects, including methods and techniques required for their execution and the associated personnel skillset required.
- Previous experience in an offshore staffing / planning role is preferred.
- Previous first hand experience of working in an offshore environment is desirable.
- Strong verbal communication, problem solving & negotiation as well as written communication skills.
- Excellent project management skills.
- Excellent interpersonal skills and the ability to identify and resolve conflict among stakeholders.
