The Global Wind Energy Council (GWEC) is the industry association representing the global wind industry. GWEC articulates the vision for wind energy to major world bodies, including the International Energy Agency, the International Renewable Energy Agency, the UNFCCC and other bodies, as well as governments that are responsible for strategies, targets and implementation thereof in electricity generation and supply, and decarbonization goals. GWEC works together with leading industry associations as well as the global wind energy industry to build a platform that communicates a common vision to all leading global decision-makers, policymakers and key opinion leaders. GWEC is looking for an individual to join our Singapore team as a Regional Programme Manager, Asia to support our wind power advocacy and project manage our grant funded project portfolio, with a focus on regional work on offshore wind, finance, supply chain and infrastructure (ports and grids) to support wind energy development in Asia.

GWEC is unique as an industry association in its active engagement in policy advocacy. To support that advocacy, we undertake a variety of projects that range from workshops to white papers, case studies on best practice, among many other activities. We often engage external parties who are associations, member companies, government bodies, embassies, multi-laterals, export credit agencies, NGOs, and others to build understanding of the issues facing the wind industry and find solutions, all within a greater umbrella of the Energy Transition and decarbonization.

Job Description

The Regional Programme Manager, Asia, will be based in Singapore and will provide management support of projects and programmes to GWEC's activities in the Asia region. Specific duties include overseeing the delivery of projects to meet the strategy, commitments and goals of the organization, including management of the technical, operational, and financial aspects of regional programmes.

A deep understanding of the energy industry is a must, as the role will need to support the development of policy advocacy strategies for wind energy, and particularly offshore wind energy, in the APAC region. The role will assist the advocacy director providing research, analytical and writing support in developing regional workstreams on finance, supply chain and infrastructure.

Essential Criteria

  • Understanding of the clean energy technology basics and offshore wind technology, including technical progression of the industry and barriers to increased penetration in the market.
  • High level understanding of the regional energy policy landscape: existing knowledge on the stakeholders, existing partnership relationships, and experienced engagement with diverse stakeholders, including internal senior management, external donors, institutions and industry.
  • Strong project management skills: experience with budgeting, setting workplans, forecasting, team coordination, monitoring, course correcting, and reporting. This experience should be in projects of at least US$50,000 (US$100,000 preferred).
  • Strong analytical capabilities: strong track record of quantitative analysis and capability in visualisation of data analytical results.
  • Strong research and writing skills: strong capability in research of new emerging topics for wind/RE energy development, with past experiences in project finance, supply chain development or infrastructure development.
  • The ability to remain highly organized while handling multiple tasks under tight deadlines.
  • Fluency in written and spoken English, with additional languages relevant to Asia a plus.
  • Solid communication and presentation skills, including articulate communication and compelling reporting, e.g. PowerPoint decks.
  • University Degree (MA or Msc) and 5 or more year's relevant experience, including working with the wind or renewable energy industry in the APAC region.
  • Commitment to the work and mission of GWEC and the wider clean energy transition.
  • A self-starter who can work with limited oversight (GWEC has a flexible work from home policy).
  • Right to stay in Singapore an advantage.

Key Responsibilities

Project Management:

  • Manage execution and delivery of project activities in the Asia region in support of GWEC's regional goals and its broader global goals.
  • Provide guidance in design, implementation, evaluation and overall management of regional projects and programmes, including adherence to approved work plans and effectiveness, quality and timeliness of project activities.
  • Manage reporting for regional projects and programmes, including the coordination of concise and professional programme reports and documents for submission to GWEC's HQ, donors, and other internal and external stakeholders. This includes directing staff in the timely drafting of reports and other materials and conducting review of submitted reports.
  • Alert the team (including regional and global leadership) to any programmatic concerns, challenges and difficulties. Identify problems and suggest creative solutions.
  • Carry out recruiting, interviewing and hiring of staff and local consultants as needed, under the supervision of the Head of Asia.
  • Familiarise and ensure programmatic and administrative compliance with GWEC organisational and donor policies.

Policy Research

  • Conduct open-source research, including engaging with stakeholders, on various topics related to the projects.
  • Carry out detailed stakeholder mapping.
  • Develop visuals and presentations based on outcomes of quantitative and qualitative analysis.
  • Drafting and editing of various working papers, position papers considering wider policy advocacy goals and other GWEC intellectual property.
  • Support ideation of new projects and thought leadership.
  • Develop subject matter expertise at least one regional policy area.

Stakeholder Engagement:

  • Establish, maintain, and develop productive working relationships with key local and international stakeholders, including project funders and key institutions in the region.
  • Represent GWEC at external fora that promote visibility of GWEC and wind energy in the region, as needed.
  • Prepare and develop case studies that document positive policy impact for external stakeholders.
