Regional HSE Manager - Data Centre

Gough Recruitment have been appointed for a Regional Health, Safety & Environment (HSE) Manager search for Data Centre developer client.

Regional HSE Manager Southeast Asia Data Centres

You will be the architect of the safety culture across a growing data centre portfolio in Southeast Asia. As the regional authority on workplace safety, you will bridge government regulators, operational teams, and construction partners to ensure every site operates in line with Singapore Ministry of Manpower and Malaysia Department of Occupational Safety & Health standards.

Job overview

Build the Framework

Lead our ISO 45001 and 14001 management systems from implementation through audit. Translate complex safety regulations into practical, executable protocols that construction and operations teams can follow without friction. Serve as the primary liaison with government inspectors across both jurisdictions.

Manage Critical Hazards

Own the safe handling of mission-critical chemicalslithium-ion batteries, diesel fuel, cooling fluids, and water-treatment chemicals. Design spill-response and emergency drill programmes that prepare teams for real incidents, not just checkbox exercises.

Govern Safe Operations

Oversee risk assessments and safe work procedures for high-risk activities: electrical maintenance, confined-space entry, hot work, lifting, and working at height. Manage our permit-to-work system and ensure lock-out/tag-out protocols are bulletproof during every electrical isolation.

Champion the Culture

Move beyond compliance. Deliver safety inductions and competency training that stick. Investigate incidents with rigour, drive root-cause analysis, and embed a genuine safety-first mindset across employees, contractors, and vendors. Lead regular inspections and audits to maintain impeccable standards.

Requirements

Experience: 8-12 years of HSE experience, with at least 5 years within data centre environment

Education: Bachelor's degree in Occupational Health & Safety, Environmental Science, Engineering, or Construction Management

Certifications: NEBOSH International Diploma (or Singapore WSQ Specialist Diploma in Workplace Safety & Health); Lead Auditor credentials in ISO 45001 and 14001

Registration: Registered with Singapore Ministry of Manpower as a Workplace Safety & Health professional; familiar with Malaysia's occupational safety regulations

Experience: Track record managing hazardous materials in mission-critical environments (data centres, heavy infrastructure, or industrial plant). Hands-on experience with emergency response planning and crisis drills

Technical depth: Expert command of permit-to-work systems, electrical isolation procedures, and risk assessment methodologies

Stakeholder skills: Confident interfacing with government agencies, clients, and auditors; meticulous with safety documentation and statutory reporting
