The Regional Head of Operations & Controls plays a critical role in driving operational excellence across construction projects within the APAC region. As the operational backbone of the regional function, this role owns gating governance, performance reporting and KPIs, the regional technology stack and data, program delivery and commercial governance, and the business-review cadence that turns performance into action. You will align regional execution with global standards, ensuring consistency, quality delivery, and efficiency while meeting commercial objectives and customer expectations.

Responsibilities

What you'll do

  • Own the governance of the regional gating process — chairing gate reviews and ensuring gates run consistently, on time and to standard — coordinating stakeholders and prioritization as custodian of gating discipline, while gate deliverables and project agendas remain with Preconstruction and Construction Management
  • Run the operational backbone of the region — budgeting, resourcing, meeting cadence and coordination of initiatives — keeping the regional function organized, resourced and running smoothly
  • Own regional performance reporting and KPI management to global guidance, centralizing KPIs from the regional pillars into the authoritative view of regional performance and turning activity into measured performance that serves analytics and continuous improvement
  • Lead implementation of the technology stack regionally per global guidance and the correct set-up of projects in the systems of record from the outset, acting as the central regional platform administrator and champion for digital tools and automation
  • Coordinate the region's engagement with cross-functional partners and teams — processes, dependencies and interfaces — applying the global collaboration framework regionally and ensuring local ease-of-business
  • Own the regional disciplines of program delivery — schedule governance and risk management at portfolio level — and commercial governance, providing the frameworks and risk-aware culture that keep delivery and commercial performance consistent and aligned with global targets Design and implement regional risk management frameworks to identify, assess, and mitigate project risks across the portfolio.
  • Own regional data structures and analytics, implementing automation and data strategies so data is captured, governed and turned into insight per global guidance — the single, authoritative source of regional data with global alignment
  • Own the business review cycle and the performance management it drives — including contractor, consultant and vendor performance — coordinating the regional process and ensuring feedback loops deliver actionable, value-adding results
  • Own the operational processes of onboarding, offboarding and training, capturing operational feedback and structuring training programs that keep the regional function running smoothly
  • Own regional benchmarking and market intelligence, providing the external comparison against which performance and cost are judged and feeding insights to global teams to level and measure performance cross-regionally

Qualifications

What you'll need

  • Bachelor's degree in Engineering, Construction Management, or a related field
  • 10+ years of experience in data center design or construction, with progressive leadership experience managing large-scale projects
  • Strong experience in construction project management, including risk management, digital transformation, and operational optimization
  • Proficiency with construction and reporting tools (e.g., Primavera, Power BI, Tableau, or similar) and familiarity with automation concepts
  • Deep understanding of schedule governance, change control, and owner-operator development environments
  • Proven expertise in risk management across complex, multi-disciplinary construction projects (CSA, mechanical, electrical, ICT)
  • Experience managing full project lifecycle from design through construction, commissioning, and IST
  • Strong leadership and stakeholder management skills, with the ability to influence and align teams across the APAC region
  • Demonstrated ability to drive collaboration, resolve conflicts, and lead cross-functional teams in a matrixed environment
  • Strong analytical and problem-solving skills, with the ability to manage multiple initiatives in a fast-paced environment
