United Ceres College is seeking an experienced and commercially driven Recruitment Manager to lead the College's student recruitment and business development functions.
The successful candidate will develop and execute sales strategies, expand the College's network of education agents and institutional partners, and achieve sustainable enrolment and revenue growth across local and international markets.
This is a senior appointment requiring direct experience working in a Singapore Private Education Institution holding EduTrust certification. Candidates must understand the operating environment and recruitment constraints of an EduTrust-certified institution and support the College's growth while maintaining regulatory compliance.
Key Responsibilities
- Develop and implement the College's overall student recruitment, sales and market development strategy.
- Establish annual and intake-based enrolment, revenue and conversion targets, and remain accountable for achieving them.
- Identify and develop priority markets for the College's diploma, advanced diploma, postgraduate and partner-university programmes.
- Recruit, manage and expand a productive network of local and overseas education agents and institutional partners.
- Conduct agent due diligence, negotiate commercial terms, recommend commission structures, and manage agent appointment, renewal and training.
- Monitor agent and recruitment performance, including applications, conversion rates, enrolments, cancellations, student quality, complaints and compliance issues.
- Lead and develop the College's sales and programme-consultant team, and establish effective processes from lead generation through enrolment and post-enrolment handover.
- Organise agent briefings, exhibitions, school visits, webinars, overseas marketing activities and other recruitment events.
- Manage the sales pipeline and provide reliable enrolment and revenue forecasts, supported by analysis across countries, agents, programmes, intakes and sales personnel.
- Work closely with Admissions, Student Services, Academic, Marketing, Finance and Quality Assurance teams to ensure that recruitment commitments can be properly delivered.
- Ensure that all recruitment, advertising, agent-management and sales activities comply with the Private Education Act, Private Education Regulations, EduTrust requirements, Student's Pass requirements and the College's approved policies and procedures.
- Support EduTrust renewal and continuous improvement by maintaining complete recruitment records, agent documentation, performance data and evidence of student-protection controls.
Essential Requirements
- Diploma or bachelor's degree in business, marketing, education, management or a related field.
- At least five years of relevant sales, business development or student recruitment experience within Singapore's private education sector, including managerial or leadership experience.
- Direct working experience in a Singapore PEI holding EduTrust certification.
- Demonstrated understanding of the operating environment, recruitment limitations and compliance expectations affecting an EduTrust PEI.
- An existing and verifiable network of active education agents capable of recruiting students for Singapore-based private education programmes.
- Proven experience appointing, onboarding, training, managing and evaluating education agents.
- Evidence of achieving student enrolment and revenue targets through agent and direct-recruitment channels.
- Working knowledge of EduTrust requirements, PEI regulatory obligations, student contracts, fee protection, marketing controls and international student recruitment processes.
- Strong leadership, negotiation, presentation, relationship-management and commercial-planning skills.
- Ability to interpret sales data, prepare forecasts and make evidence-based recommendations.
- Willingness and ability to travel when required.
Preferred Requirements
- Experience supporting a PEI through EduTrust renewal or improvement.
- Agent connections in China and other priority South East Asian markets.
- Experience recruiting students for diploma-to-degree pathways, university progression programmes or transnational education programmes.
- Familiarity with CRM systems, digital lead-generation channels and agent-performance dashboards.
- Proficiency in Mandarin or another language relevant to the College's principal recruitment markets.
