About the Role
We are looking for a Recruitment Consultant to join our team and take ownership of foreign manpower recruitment and work pass placement activities. The role is focused on sourcing, screening and placing foreign workers and technical personnel with Singapore-based clients, while managing the recruitment process from initial client requirements through to successful deployment.
This is a hands-on recruitment and client management role suited to someone who is commercially driven, organised and comfortable handling MOM work pass processes and foreign manpower requirements.
Key Responsibilities
1. Foreign Manpower Recruitment
- Manage end-to-end recruitment of foreign manpower for Singapore clients.
- Source candidates through overseas recruitment partners, job portals, databases, referrals and other channels.
- Screen and shortlist candidates based on client requirements, qualifications, experience and deployment criteria.
- Coordinate interviews, candidate selection, medical examinations and pre-employment documentation.
- Maintain an active pipeline of suitable foreign candidates across relevant trades and technical positions.
2. Work Pass & MOM Administration
- Manage work pass applications and related processes, including Work Permit, S Pass and Employment Pass applications where applicable.
- Prepare and verify candidate documentation required for work pass applications and deployment.
- Coordinate with clients and overseas recruitment partners on work pass requirements, approvals, issuance and onboarding.
- Monitor application status, IPA validity, medical requirements and deployment timelines.
- Ensure recruitment and work pass activities comply with MOM regulations and prevailing Singapore manpower requirements.
- Keep up to date with changes to MOM policies, work pass requirements and foreign manpower regulations.
3. Client Management
- Liaise directly with clients to understand manpower requirements, job specifications and deployment timelines.
- Advise clients on suitable candidate profiles and foreign manpower options.
- Manage client expectations throughout the recruitment and placement process.
- Develop and maintain strong relationships with existing clients.
- Identify opportunities to expand recruitment requirements within existing accounts.
4. Business Development
- Support the development of new client accounts within the construction, engineering, marine, offshore, manufacturing and related sectors.
- Conduct client outreach, cold calling, networking and follow-ups to generate new manpower requirements.
- Prepare candidate proposals and recruitment solutions based on client needs.
- Follow up on leads, quotations and placement opportunities through to closure.
5. Overseas Partner Management
- Coordinate with overseas recruitment agencies and recruitment partners.
- Issue manpower requirements and ensure candidates are sourced according to agreed specifications.
- Monitor candidate quality, documentation and recruitment timelines.
- Maintain effective working relationships with overseas partners to ensure a consistent candidate pipeline.
6. Compliance & Documentation
- Maintain accurate recruitment, candidate and client records.
- Ensure documentation is complete and properly maintained throughout the placement process.
- Follow company procedures relating to recruitment, foreign manpower placement and work pass applications.
- Ensure all recruitment activities are conducted in accordance with Singapore employment and manpower regulations.
Key Requirements
- 2-5 years of recruitment experience, preferably within foreign manpower, construction, engineering, marine or technical recruitment.
- Practical experience handling Singapore work pass applications and MOM processes is highly preferred.
- CEI certification is an advantage
- Good understanding of Singapore foreign manpower regulations and work pass requirements.
- Experience recruiting foreign workers or technical personnel from overseas markets is preferred.
- Strong communication and candidate/client management skills.
- Commercially driven with the ability to generate new business and placements.
- Good organisational skills and ability to manage multiple vacancies and applications simultaneously.
- Comfortable working with recruitment targets and placement KPIs.
- Proficient in Microsoft Office and recruitment databases/ATS systems.
