Key Responsibilities
1. Pre-Contract & Tender Management
Measurement & Taking-Off: Carry out accurate measurement and taking-off of quantities for both ongoing projects and incoming tenders.
Documentation: Prepare comprehensive Bills of Quantities (BQ), cost estimates, and cost analyses for review by superiors.
Procurement Liaison: Call for and obtain competitive quotations from suppliers, subcontractors, vendors, and plant/equipment hirers.
Tender Submission: Assist superiors in the meticulous preparation, compilation of drawings/documents, and submission of tender presentations.
2. Post-Contract & Commercial Administration
Commercial Negotiation: Assist superiors in negotiating highly competitive prices, terms, and contractual conditions with suppliers and subcontractors.
Contract Award: Prepare formal Letters of Award (LOA) for suppliers and subcontractors, as well as official Letters of Appointment for consultants.
Cost Reporting: Develop and maintain budgetary costs, cash flows, financial updates, progress reports, and S-curves for project tracking.
Evaluation & Reports: Compile comprehensive cost comparisons and quotation evaluation reports to support strategic purchasing decisions.
Financial Administration: Prepare progress payment claims for clients, and accurately issue Tax Invoices, payment certificates, and works orders.
3. Site Operations & Variation Management
Site Valuations: Visit project sites regularly to conduct physical measurements, joint measurements, and accurate assessments of work done for payment evaluations.
Meeting Representation: Coordinate, facilitate, and actively attend site and commercial meetings with project stakeholders.
Variations & Final Accounts: Manage, negotiate, and settle Variation Orders (VOs) and Final Accounts for clients, suppliers, and subcontractors.
Project Ownership: Independently handle individual construction projects as assigned by management from inception to final account closure.
4. Corporate & System Compliance
Integrated Management System (IMS): Strictly implement and adhere to all corporate procedures and quality benchmarks under ISO 9001 (Quality), ISO 14001 (Environmental), and ISO 45001 (Workplace Safety & Health).
Education: Bachelor's Degree or Diploma in Quantity Surveying, Construction Management, Building, or a related built-environment discipline.
Experience: . Minimum of 3-5 years of experience in quantity surveying and commercial contracts management within the construction sector.
Proven track record of managing tender cycles, measurements, and post-contract accounts.
Technical Knowledge:
Strong working knowledge of local standard methods of measurement (e.g., SMM7 / HESSM), building codes, and standard forms of contract.
Proficiency in measuring software (e.g., Cubicost, CostX) and MS Excel.
Analytical Thinking: A sharp eye for detail to isolate cost variances, potential variation orders, and financial risks early.
Communication & Negotiation: Strong interpersonal skills to interface smoothly with site teams, clients, consultants, and subcontractors.
Time Management: Highly organized with the ability to manage tight tender deadlines and prioritize overlapping project requirements system to ensure full compliance.
