Job Description

Position Summary

The Quantity Surveyor is responsible for managing the commercial and cost aspects of EPCprojects from tender through final account. The role supports cost planning,subcontract administration, payment claims, variation orders and project costcontrol to ensure projects are delivered within budget while safeguarding theCompany's commercial interests.

Key Responsibilities

  • Prepare cost estimates, Bills of Quantities (BOQ), tender analysis and commercial evaluations.
  • Administer subcontract procurement, including preparing enquiries, evaluating quotations and recommending subcontract awards.
  • Prepare and evaluate subcontract agreements, purchase orders and contract documents.
  • Measure work completed and prepare progress payment claims and payment certifications.
  • Prepare, evaluate and negotiate variation orders (VOs), additional works and final accounts.
  • Review and certify subcontractor progress claims, variations and final account submissions.
  • Monitor project costs, subcontract budgets and cost commitments, and report on project commercial performance.
  • Maintain accurate records of contracts, cost reports, payment certificates, variations and commercial correspondence.
  • Assist the Project Manager and Contracts team in resolving contractual and commercial matters.
  • Liaise with clients, consultants, subcontractors and suppliers on commercial and quantity surveying matters.
  • Support tender submissions by preparing quantity take-offs, cost estimates and pricing schedules.
  • Ensure compliance with contractual requirements, company procedures and project commercial objectives.

Requirements

  • Diploma or Degree in Quantity Surveying, Building, Construction Management, Engineering or a related discipline.
  • Minimum 3 years of relevant quantity surveying experience in EPC, construction, process plant or infrastructure projects.
  • Experience in water, wastewater or industrial process plant projects will be an advantage.
  • Good knowledge of contract administration, cost control, variation management and final account preparation.
  • Familiarity with Singapore standard forms of contract such as PSSCOC, SIA, FIDIC or equivalent is preferred.
  • Strong analytical, numerical and negotiation skills.
  • Proficient in Microsoft Office applications, particularly Excel. Experience with ERP systems and quantity surveying software will be an advantage.
  • Good communication and interpersonal skills with the ability to work effectively in a multidisciplinary project environment.

Self-motivated, meticulous and able to manage multipletasks within project deadlines.
