Job Description

Job Purpose :

The Quantity Surveyor (Process Systems) is responsible for managing all contractual and financial aspects of mechanical, piping, and process plant construction projects. Unlike general civil QS roles, this position focuses on specialized high-purity piping, equipment installation, instrumentation, and modular process systems. The role aims to manage costs, mitigate risks, and maximize project profitability while ensuring compliance with strict engineering and industry standards.

Key Responsibilities

Cost Estimating & Quantity Take-Offs

  • Perform detailed quantity take-offs from P&IDs (Piping and Instrumentation Diagrams), isometric drawings, and 3D plant models.
  • Prepare cost estimates for specialized materials such as stainless steel, alloy piping, and high-purity plastics, as well as complex fabrication and welding procedures, including orbital welding.

Procurement & Subcontractor Management

  • Prepare and manage tender packages for specialized process equipment, skid packages, insulation works, and electrical & instrumentation (E&I) subcontractors.
  • Conduct commercial evaluations of vendor quotations to ensure compliance with project specifications and engineering requirements.

Commercial & Contract Administration

  • Administer industry-standard contracts, including bespoke EPC/EPCC, FIDIC, and NEC contracts, with a focus on variation orders arising from design revisions or site conditions.
  • Track, evaluate, and negotiate change orders related to piping re-routing, material substitutions, and schedule acceleration.
  • Prepare monthly progress claims based on measurable milestones, such as linear meters of piping fabricated/installed and weld inspection clearances.

Cost Control & Risk Management

  • Monitor project expenditures against approved budgets and identify potential cost overruns at an early stage.
  • Collaborate with Project Controls and Engineering teams to manage risks related to equipment lead times and material price fluctuations.

Required Qualifications & Skills

Education

  • Bachelor's degree in Quantity Surveying, Mechanical Engineering, Chemical Engineering, Construction Management, or a related field.

Experience

  • 1-3 years of commercial or quantity surveying experience within industrial process plants, oil & gas, pharmaceutical, or semiconductor facilities.

Technical Knowledge

  • Strong ability to read and interpret complex P&IDs, isometric drawings, and plot plans.
  • Good understanding of piping materials, valves, insulation systems, and specialized welding/testing standards such as ASME and API.
  • Familiarity with industrial measurement standards such as POMI, CESMM, or standard mechanical/piping measurement methods.

Software Proficiency

  • Advanced proficiency in Microsoft Excel.
  • Familiarity with QS and estimating software such as CostX and Navisworks (for 3D quantity take-offs), as well as ERP systems such as SAP.

Success Indicators

  • Accurate material quantity take-offs with minimal waste or shortfalls for high-value process materials.
  • Timely identification, documentation, and successful negotiation of variations and change orders.
  • Effective commercial coordination between engineering design changes and subcontractor scopes of work.
