Job Description

Working hours:

Mon - Fri , 8am to 5.30pm

Job Description:

1.Lead and manage the full tendering process, including pre-qualification, commercial and technical submissions.

2.Develop and standardise tender procedures, pricing formats, schedules of rates, and technical data.

3.Review cost estimates, conduct risk assessments, price analysis, and value engineering to ensure competitive tenders.

4.Coordinate and chair tender meetings, prepare reports, presentations, and recommendations to management.

5.Attend tender interviews, site show rounds, and negotiate with clients until contract award.

6.Liaise with consultants, clients, QS, and project teams to review design briefs and tender specifications.

7.Prepare tender budgets upon award and conduct project handover and kick-off meetings.

8.Manage tender queries and ensure timely preparation and submission of clarifications.

9.Monitor market trends, upcoming tenders, and benchmarking data.

10.Conduct post-tender and post-contract reviews for continuous improvement.

11.Provide guidance and training to junior staff on tendering, cost control, and contract administration.

12.Maintain strong client relationships and support business development initiatives.

13.Perform other duties as assigned by management.

Requirements:

1. Must have proven experience as a Quantity Surveyor / Senior QS / QS Manager in the ACMV (Air Conditioning & Mechanical Ventilation) industry.

2. Degree / Diploma in Quantity Surveying, Mechanical Engineering, Building Services, or equivalent.

3. Minimum 2 - 5 years of experience in quantity surveying, cost management, or M&E construction projects.

4. Strong knowledge of ACMV systems, M&E works, and construction methodologies.

5. Solid experience in cost estimation, tender pricing, and budget preparation.

6. Strong understanding of contract administration and standard construction contracts (e.g. SIA / PSSCOC or equivalent).

7. Experience in preparing and reviewing:

- Bill of Quantities (BOQ)

-Cost plans and estimates

-Tender submissions and variations (VOs)

8. Ability to perform cost control, cost analysis, and value engineering throughout project lifecycle.

9. Familiar with project budgeting, cash flow forecasting, and cost reporting.

10. Proficient in Microsoft Excel and QS / estimating tools (if any).
