Overview

NES Fircroft is supporting a leading engineering organization in Singapore to hire a Quantity Surveyor for the Integrated Waste Management Facility (IWMF) Powerplant project in Tuas.

This role focuses on contract administration, claims management, and cost control within a large-scale infrastructure project environment. The ideal candidate will have strong familiarity with PSSCOC and prior experience working on public sector projects in Singapore.

Key Responsibilities

• Manage contract administration and commercial activities for the IWMF Powerplant project
• Prepare, evaluate, and negotiate variation orders, progress claims, and final accounts
• Review contract terms and ensure compliance with PSSCOC conditions of contract
• Administer and manage claims, including:Extension of Time (EOT)Loss and Expense (L&E) claimsVariation and additional works claims
• Prepare and assess subcontractor claims, variations, and payment certifications
• Monitor project costs, budgets, and cash flow to ensure financial control
• Support procurement activities including tender evaluation and contract award
• Liaise with clients, consultants, subcontractors, and internal stakeholders on contractual matters
• Maintain proper documentation and records for all contractual correspondences and claims
• Identify commercial risks and provide mitigation strategies

Requirements

• Degree in Quantity Surveying, Construction Management, or related discipline
• 4-6 years of relevant experience in quantity surveying / contracts administration
• Strong experience in claims management and contract administration
• Familiarity with PSSCOC (Public Sector Standard Conditions of Contract) is essential
• Experience working on projects with PUB, LTA, HDB, or other government agencies in Singapore is highly preferred
• Experience in infrastructure, power, water, or industrial projects is advantageous
• Good understanding of:Variation ordersEOT claimsContractual risk management
• Strong analytical, negotiation, and communication skills
• Ability to work in a fast-paced, site-based project environment
