Established Main Contractor
Basic $6,000 to $9,000 (Depending on Experience)
Working location: Headquarters (North-East Singapore)
Working hours: Monday to Friday (8:30am to 6pm)
Building construction and main contractor experience required
Job Responsibilities:
Tender Management
Lead the end-to-end tender process for building construction projects.
Conduct tender kick-off meetings and assign responsibilities to team members.
Lead internal tender review meetings and obtain management approval.
Advise management on pricing strategy, commercial risks and tender competitiveness.
Monitor tender progress and ensure submissions are completed accurately and on time.
Costing and Commercial Review
Review quantity take-offs, Bills of Quantities, pricing schedules and detailed cost build-ups.
Ensure direct costs, preliminaries, productivity assumptions, contingencies and Schedule of Rates reflect current market conditions.
Review and evaluate subcontractor and supplier quotations for technical compliance, scope alignment and commercial competitiveness.
Ensure consistency between drawings, specifications, consultants requirements and tender pricing.
Lead value engineering, alternative proposals and cost optimisation exercises.
Establish quotation submission timelines and follow up closely with subcontractors and suppliers.
Maintain an updated subcontractor and supplier database for tender enquiries.
Contract and Risk Management
Review contract conditions, including PSSCOC, SIA and FIDIC.
Identify contractual and commercial risks relating to liquidated damages, payment terms, variation mechanisms and design liabilities.
Prepare tender qualifications, commercial clarifications and risk-mitigation proposals.
Review and approve the Schedule of Rates before submission.
Recommend appropriate pricing contingencies to management.
Coordination and Submission
Coordinate with the Quantity Surveying, Technical, Design, Planning, Procurement, Project and M&E teams.
Manage tender queries, addenda and clarification responses with consultants, subcontractors and suppliers.
Oversee the preparation of method statements, construction programmes and technical submissions.
Ensure tender submissions comply with all requirements and are submitted in the correct format.
Attend tender interviews, presentations, negotiations and post-tender clarification meetings.
Post-Tender and Contract Handover
Conduct post-tender analysis and tender win-and-loss reviews.
Lead the handover of awarded tenders to the Project and Contracts teams.
Review the Letter of Award, Contract Agreement, BQ, Schedule of Rates, drawings, specifications and contractual conditions.
Ensure all final contract documents align with the company's tender offer before management sign-off.
Identify and resolve discrepancies, omissions or adverse contractual changes before execution.
Ensure a smooth transition from the pre-contract to post-contract stage.
Requirements:
Diploma or Degree in Quantity Surveying, Building, Construction Management, Law or a related discipline.
At least 8 years of relevant experience in tendering and contract management.
Strong experience working with a main contractor.
Proven experience in building construction projects.
Strong knowledge of tender costing, contract review and commercial risk management.
