Brief Summary
We are seeking a dynamic and experienced QS Manager (M&E) to lead a team focused on multiple projects. This role offers the chance to significantly impact project delivery and cost management.
Responsibilities
- Lead and manage the Quantity Surveying team for various M&E projects.
- Oversee the preparation and review of Bills of Quantities (BQ), cost estimates, and tender submissions.
- Review M&E design proposals, providing commercial input during design development.
- Collaborate with Design, Engineering, BIM, and Project teams to ensure cost-effective and practical design solutions.
- Lead value engineering and cost optimization efforts.
- Monitor design changes and evaluate their impact on project costs, procurement, and profitability.
- Manage procurement strategies, subcontractor assessments, and commercial negotiations.
- Oversee contract administration, progress claims, variation orders, and final accounts.
- Monitor project budgets, forecasts, cash flow, and overall commercial performance.
- Mentor and develop the Quantity Surveying team.
Requirements
- Degree in Quantity Surveying, Mechanical Engineering, Electrical Engineering, Construction Management, or a related field.
- Minimum of 10 years of experience in M&E quantity surveying, including at least 3 years in a managerial or supervisory capacity.
- Strong background in BQ preparation, tendering, cost planning, contract administration, and final accounts.
- Comprehensive understanding of M&E design, Design & Build (D&B) project delivery, and engineering coordination.
- Proficient in reviewing M&E design drawings and providing commercial and cost management insights throughout the design process.
- Experience in value engineering and cost optimization techniques.
- Familiarity with standard forms of contract used in Singapore (PSSCOC, SIA, FIDIC) is preferred.
- Knowledge of BIM-based quantity take-off and cost management software is an advantage.
- Demonstrated leadership, commercial acumen, negotiation, and stakeholder management skills.
