Job Description

Brief Summary

We are seeking a dynamic and experienced QS Manager (M&E) to lead a team focused on multiple projects. This role offers the chance to significantly impact project delivery and cost management.

Responsibilities

  1. Lead and manage the Quantity Surveying team for various M&E projects.
  2. Oversee the preparation and review of Bills of Quantities (BQ), cost estimates, and tender submissions.
  3. Review M&E design proposals, providing commercial input during design development.
  4. Collaborate with Design, Engineering, BIM, and Project teams to ensure cost-effective and practical design solutions.
  5. Lead value engineering and cost optimization efforts.
  6. Monitor design changes and evaluate their impact on project costs, procurement, and profitability.
  7. Manage procurement strategies, subcontractor assessments, and commercial negotiations.
  8. Oversee contract administration, progress claims, variation orders, and final accounts.
  9. Monitor project budgets, forecasts, cash flow, and overall commercial performance.
  10. Mentor and develop the Quantity Surveying team.

Requirements

  1. Degree in Quantity Surveying, Mechanical Engineering, Electrical Engineering, Construction Management, or a related field.
  2. Minimum of 10 years of experience in M&E quantity surveying, including at least 3 years in a managerial or supervisory capacity.
  3. Strong background in BQ preparation, tendering, cost planning, contract administration, and final accounts.
  4. Comprehensive understanding of M&E design, Design & Build (D&B) project delivery, and engineering coordination.
  5. Proficient in reviewing M&E design drawings and providing commercial and cost management insights throughout the design process.
  6. Experience in value engineering and cost optimization techniques.
  7. Familiarity with standard forms of contract used in Singapore (PSSCOC, SIA, FIDIC) is preferred.
  8. Knowledge of BIM-based quantity take-off and cost management software is an advantage.
  9. Demonstrated leadership, commercial acumen, negotiation, and stakeholder management skills.
