Developing and implementing Quality, Health, Safety, Security and Environmental (QHSSE) policies in line with company and industry QHSSE standards. Required to be familiar with ISM code, ISPS code, MLC2006, OVID/OVMSA and ISO requirement and assist in the preparation of QHSSE audits and inspections.
Job Description:
- Manage and maintain company's QHSSE management system onboard the vessel, identify the gaps in the system / processes and implement improvements
- Prepare or update vessel specific manual when necessary
- Follow up on incident / accident / near miss reporting, investigation, root cause analysis, preventive measures and ensure proper documentation and closure.
- Prepare and cascade of circular when necessary
- Conduct office induction and briefing for crew, shipboard training / safety coaching and monitoring of computer-based training
- Carry out shipboard internal audit / inspections, inter-departmental / company internal audit and subcontractor audit as per audit plan
- Prepare vessel and attend to shipboard audit / inspection (ISM, ISPS, MLC, OVID, CMID, OSVIS, HSE) by client or external parties
- Follow up to rectify and close deficiency or finding resulting from flag / port state control and vessel audit / inspection by client or external parties
- Follow up on client QHSSE requirement including questionnaire submission,
- attending meeting / workshop, preparing and implementation of project related management system, bridging document, HSE plan and reporting of month end statistical reports
- Monitor, support and control QHSSE activities onboard and review of shipboard month end submission, risk assessment and permit to work
- Designated as Alternate Designated Person Ashore (DPA) and Alternate Company Security Officer (CSO) and member of the shore base emergency response team
- Support vessel superintendent to manage and accomplish QHSSE tasks on time and perform other duties as assigned by vessel superintendent and QHSSE manager
Job Requirement:
- ISM/ ISPS / ISO Internal Auditor Certificate
- DPA / CSO Certificate
- Accident / Incident Investigation and Root Cause Analysis Certificate
- Minimum 5 years of working experience on QHSSE function in the marine related fields
- Proficiency in Microsoft Office applications
- Has understanding of both offshore and onshore operation
- COC / seafaring experience preferred but not necessary
- Travel to vessels at port, shipyards and offshore locations for shipboard audits, inspections and training
- Able to travel on short notice
