Job Description

Role Overview

We are seeking a proactive and highly capable QHSE Officer to oversee and strengthen our Quality, Health, Safety, and Environmental standards across our fleet and shoreside operations. Specializing in mobile offshore units and liftboats, you will ensure total compliance with ISM, ISPS, and ISO standards, drive continuous improvement, and champion a zero-harm safety culture.

This role bridges shipboard operations and shoreside management, making it ideal for an experienced maritime safety professional with robust auditing capabilities and deep offshore regulatory knowledge.

Key Responsibilities

Fleet Safety & Operational Compliance

  • Monitor daily vessel operations to ensure smooth, incident-free activities at sea, during jacking operations, and in port.
  • Maintain the validity and compliance of all statutory certifications including ISM, ISPS, MLC, and ISO (9001, 14001, 45001).
  • Oversee all statutory reporting, ensuring safety documentation, drill records, and Safety Management System (SMS) data are meticulously maintained.
  • Brief senior officers and crew on SMS protocols, company policies, and specific charterer requirements prior to vessel deployment.

Audits, Inspections & Incident Management

  • Plan and conduct internal audits, vessel safety inspections, and management reviews to identify and mitigate operational risks.
  • Lead incident investigations, utilizing root-cause analysis, and actively participate in the Board of Investigation and Emergency Response Teams.
  • Promote proactive safety initiatives, including STOP card programs, proper PPE enforcement, and regular vessel HSE statistical reporting.

Stakeholder& Crew Collaboration

  • Liaise confidently with authorities, flag states, classification societies, charterers, and external stakeholders on all QHSE matters.
  • Support offshore safety representatives and actively contribute to shoreside safety committee meetings.
  • Maintain and update SMS documentation, ensuring strict revision control, archiving, and data retention compliance.

Requirements

Qualifications & Experience

  • Education: Possession of a NEBOSH Certification, IOSH Graduate status, OHS Diploma, or a recognized maritime degree/equivalent experience.
  • Experience: Minimum 5 years of maritime QHSE experience, with a strong preference for candidates with proven exposure to offshore vessels, jack-ups, or liftboats.

Technical Skills & Competencies

  • Regulatory Expertise: Deep operational knowledge of the ISM Code, ISPS Code, Marine Regulations, and ISO management standards.
  • Field Capability: Hands-on experience executing vessel audits, formal risk assessments (HIRA/HAZID), and comprehensive incident investigations.
  • Collaboration: Strong ability to work collaboratively, building trust with both international shipboard crews and corporate shoreside teams.
  • Communication: Excellent written and verbal communication skills with a sharp eye for documentation detail.
