Job Description

Job Title: Facilities QAQC Manager (1-year contract)

Overview

We are seeking a detail-oriented and proactive Facilities A&A QAQC Manager to oversee Addition & Alteration (A&A) works within a large-scale, mixed-use development.

This role focuses on planning, coordination, quality assurance, and compliance, ensuring all projects are delivered safely, on time, within budget, and in accordance with statutory and contractual requirements.

The successful candidate will work closely with internal stakeholders, consultants, and contractors in a live, 24/7 operational environment.

Key Responsibilities

  • Plan, manage, and deliver A&A projects from inception to completion, including scope definition, budgeting, scheduling, and resource coordination.

  • Coordinate with consultants, contractors, and vendors to ensure timely and quality execution of works.

  • Review and validate design drawings, specifications, method statements, and risk assessments.

  • Ensure full compliance with Singapore statutory and regulatory requirements, including BCA, SCDF, MOM, NEA, and PUB.

  • Manage and obtain necessary permits, approvals, and submissions for A&A works.

  • Conduct regular site inspections to monitor progress, workmanship quality, and safety standards.

  • Identify, manage, and resolve defects, non-conformances, and project issues promptly.

  • Track project costs, schedules, and progress prepare reports, dashboards, and updates for management.

  • Manage handover documentation, ensuring proper integration with existing facilities and operations.

  • Promote a strong culture of safety, compliance, quality, and service excellence throughout project execution.

Requirements

  • Diploma or Degree in Building Services, Facilities Management, Mechanical/Electrical Engineering, or related disciplines.

  • 3-5 years of relevant experience in A&A projects, facilities management, building operations, or QAQC roles.

  • Strong understanding of architectural and building systems, including ACMV, electrical, plumbing, and fire protection systems.

  • Familiarity with Singapore codes of practice, statutory submission processes, and authority requirements.

  • Experience working in operational buildings such as commercial, retail, or mixed-use developments.

  • Competent in project management tools, documentation, and reporting systems.

  • Strong coordination, communication, and stakeholder management skills.

  • Ability to manage multiple projects simultaneously in a fast-paced, live environment.

Preferred / Advantageous

  • Experience in QAQC management or defect management for A&A works.

  • Professional certifications such as FSM, ISO Auditor, Green Mark, or Project Management credentials.

  • Exposure to large-scale or integrated developments with 24/7 operations.
