Role Purpose:
The Proposal cum Bid Engineer is responsible for the development of technical and commercial proposals for control and automation project in Singapore and the Asia Pacific region.
The role supports the Singapore sales team by analysing client requirements (RFP/RFQ), preparing system designs, BOQs and cost estimates, and coordinating with internal and external stakeholders to deliver competitive, compliant and profitable tenders that align with the company business objectives.
Key Responsibilities:
Technical Solution Design: Translate client specifications into robust automation solutions involving PLCs, SCADA, DCS, BMS and DDC systems. Prepare system architectures, network layouts, I/O lists, control philosophies and scope definitions for tender submissions.
Bid Management: Lead the end-to-end bidding process, from initial Go/No-Go analysis to final submission and post-bid support.
Costing & Estimation: Develop detailed Bill of Materials (BoM), estimate engineering man-hours, and factor in testing, commissioning and lifecycle costs.
Risk Mitigation: Identify technical, commercial and contractual risks in tender documents and propose deviations, clarifications and mitigation strategies to protect the company's interests
Vendor Management: Perform technical and commercial comparisons as well as coordinate with third-party suppliers (e.g., hardware vendors, subcontractors) to achieve the best value and compliance.
Stakeholder Collaboration: Work closely with Sales, Engineering, Legal, and Finance departments to ensure all proposals meet technical, financial and contractual requirements.
Proposal Documentation: Ensure all proposal documents, drawings, cost sheets and compliance matrices are accurate, professional and aligned with client requirements.
Candidate Qualifications:
1. Education & Experience
- Degree: Bachelor's degree or Diploma in Electrical, Electronics, Control & Instrumentation, or Mechatronics Engineering.
- Experience: Minimum of 5-7 years in a proposal or application engineering role, specifically within the automation industry.
- Sector Knowledge: Proven experience in at least two of following sectors:
Industrial: PLC, SCADA, DCS and process automation.
Building: BMS, DDC, HVAC controls, and ELV integration.
Rail/Infrastructure: SCADA and control system.
2. Technical Skills
- Proficiency in designing system architectures for some major brands (e.g., Siemens, Rockwell, ABB, Schneider Electric, or Honeywell).
- Deep understanding of communication protocols (Modbus, BACnet, ProfiNet, EtherNet/IP).
- Familiarity with industry standards (e.g., IEC 61131 for PLC programming, Safety and SIL concepts, or Rail-specific standards such as EN 50126/128/129).
3. Commercial & Soft Skills
- Commercial Acumen: Ability to understand contracts, T&Cs (Terms and Conditions), milestones, retention and liquidated damages.
- Writing Skills: Capable of writing clear, persuasive technical narratives that highlight the value proposition rather than just listing features.
- Software: Advanced proficiency in Excel (for complex costing sheets) and CRM/ERP tools.
- Able to work under tight tender timelines and manage multiple bids simultaneously.
