Reporting To: Property Manager
The Property Officer supports the day-to-day operations and maintenance of a residential strata development. The role focuses on operational support, estate inspections, contractor coordination, and resident service, in accordance with the Building Maintenance and Strata Management Act (BMSMA), BCA requirements.
Conduct routine inspections of common property and report defects or irregularities.
Assist in monitoring daily maintenance activities and common facilities (e.g. carpark, M&E systems, landscaping, cleanliness).
Follow up on rectification works and update maintenance records.
Support implementation of preventive maintenance schedules.
Assist in supervising term contractors and ad-hoc service providers on-site.
Ensure contractors comply with MCST rules, approved work scopes, and safety requirements.
Monitor minor works and ensure proper reinstatement of common property areas.
Maintain records of work permits, service reports, and completion status.
Assist in ensuring compliance with BMSMA, MCST by-laws, and house rules.
Support compliance with BCA-related requirements, including:
Building safety and maintenance checks
Coordination of inspections and servicing schedules
Maintain proper documentation of statutory records and certificates under guidance.
Attend to residents enquiries, feedback, and complaints courteously and promptly.
Assist in issuing notices and circulars as instructed by the Managing Agent.
Support the enforcement of estate rules in a fair and professional manner.
Liaise with residents, council members, contractors, and vendors when required.
Maintain inspection checklists, defect logs, and maintenance records.
Assist in preparing reports for Management Council meetings.
Support the administration of estate facilities, access cards, and keys.
Assist in AGM/EGM preparations when required.
Observe and report safety hazards or unsafe practices promptly.
Assist in monitoring security arrangements and access control.
Support incident reporting and emergency response procedures.
Diploma / NITEC / Higher NITEC in Facilities Management, Building Services, Property Management, or related disciplines.
Fresh graduates are welcome prior experience in estate or facilities management is an advantage.
Basic knowledge of condominium operations and willingness to learn BMSMA and BCA requirements.
Good communication and interpersonal skills.
Responsible, service-oriented, and team-focused.
Basic proficiency in Microsoft Office and email correspondence.
Willing to perform shift duties or standby support when required.
Structured on-the-job training aligned with FMCF competencies.
Exposure to MCST operations, statutory compliance, and facilities management practices.
Clear progression pathway to Property Officer / Senior Property Officer roles.
