Job Description

Description of Function

The function to provides direction to the project integrated quality lead, who is in turn responsible for managing the centralized functions associated with project execution team. Leading and managing a team of Projects Quality Engineers, Document Controllers and key Projects Quality personnel for ensuring the stages and decision gates within the Project Execution Plan (PEP) are fully facilitated and executed.

Leadership Role (Manager Position)

General Leadership and Managerial Aspects:

  • Sets short, medium and long term departmental goals & objectives based on Annual Cladtek Business Objectives & KPI.
  • Develop strategy, monitor progress, and ensure that goals and objectives are achieved on time, within the approved budget and in compliance with the pertinent policy and procedures at departmental level.
  • Drive & deliver change management as required to streamline & optimize operations, proactively align and strengthen operations efforts, systems, and personnel to suit the growth and development of the business and the drive for continual improvement.
  • Builds and maintains good relationships and alignment with departments internally as well as externally with outside Suppliers, Contractors, and related Government Agencies to have smooth operation.


Organization and People Management:

  • Review organisation chart quarterly and make sure a review and/or adjustment is made to meet with business objective.
  • Monthly departmental manpower planning & identify critical position and retain the critical people.
  • Review with HR for Departmental salary structure, compensation and benefit, in order to attract and retain employee.
  • Communicate with employee 6 weeks before employee's contract ends and communicate with HR the decision at the latest 2 weeks before end of contract.


Training & Competency Development:

  • Review member's competency against performance expectation at departmental level.
  • Validating training matrix and annual training plan.
  • Provide or facilitate coaching and mentoring for member with the support from Training Team.
  • o Perform as Guest Speaker to represent Cladtek Management (including corporate materials), Subject Matter Expert for business related subject, and/or Trainer for Technical and Soft Skill program.

Career & Performance:

  • Identify successor for critical position and identify developmental areas.
  • Provide clear objectives for member to perform and ensure the people to add it into PMS form.
  • Initiate performance mid-year review, by reviewing the progress and the next target.
  • Conduct performance closing communication and provide rating.

Behaviour & Discipline:

  • Provide high level direction to ensure operational excellence and discipline are achieved.
  • Provide warning (Level 1 and 2) and/or counselling for direct member.
  • Provide immediate and/or not immediate award and/or appreciation to strengthen positive behaviours.
  • Review departmental collective behaviour with HR Industrial Relation and Policy to reduce people cases and optimize to policy to avoid negative behaviour to be occurred in the future.

Technical Role:

  • Proficient in Cladded Welding Process and Cladded Spool Fabrication
  • Proficient in Mechanical Lined Pipes Manufacturing and it's related Standards
  • Proficient in Hot Induction Bending
  • Proficient in on API5L, 5LC, 5LD, DNV,ISO3834
  • Proficient in Inspection: Destructive and Non Destructive.
  • Proficient in coating and standard
  • Review and conclude client technical requirement is fully adherence in execution plan.
  • Identify an d arran g e for any special inspection equipment to be available.
  • Coordinate with NDE Superintendent, PQ Engineers and OQ Manager in identifying inspection and testing requirement for project.
  • Coordinate with NOE Superintendent, PQ Engineers and OQ Manager if the particular project requires special equipment or additional training for N DE personnel.
  • Communicate the project requirements to NOE Superintendent and all NOE Supervisors and Staff but not limited through briefing and training.
  • Where required issue any NCRs (and pursue close out).
  • Identify all records needed by the Client to demonstrate conformance.
  • Monitor the production process including any pre-production trials.
  • Ensure NOE personnel are performing adequately and fully documenting their findings.
  • Ensure all NOE records are prepared and progressively collated into tally sheet as required.
  • Review all records for completeness, accuracy and compliance with the requirements.
  • Advice Client Representative on availability of HOLD & WITNESS points etc.
  • Assist Group IMS & SQD Manager during implementation of IMS.
  • In cooperation with IMS, OQ Manager, act as focal point for quality control related matters within the project and in liaison with external entities.
  • Wear all PPE as directed.

Supplier Quality Management Role:

Supplier Qualification:

  • Responsible for supplier qualification process for SCM selected suppliers.
  • Ensure qualification process is fully comply to API Ql, ISO 9007:2075 & Cladtek Supplier Management Procedure.
  • Perform on-site or remote audit for the selected suppliers and ensure all countermeasure closure prior to provide an official qualification approval.
  • Provide all relevant qualification report to SCM for AVL registration.

Supplier Performance Management:

  • Ensure all in-coming inspection noncompliance verified and validate as per IT Pre-requirement.
  • Ensure all the NCR need to be close with supplier CAR within the dateline.
  • Review monthly supplier quality performance, identify poor performed supplier and work with respective supplier for continuous improvement.
  • Ensure weekly material board review (MRB) together operation team in order to ensure no pending disposition in production areas.

Supplier Audit Program:

  • Provide annual supplier audit program base Cladtek QMS/API requirement.
  • Ensure all audits been performed on-site/remote basis with complete counter measure closure.
  • Perform supplier quality performance review in quarterly basis.

REQUIRED QUALIFICATION

  • Minimum Bachelor Degree in Engineering or QA related background.
  • Minimum 7 years experience in similar function.
  • Minimum 7 years experience in leadership role.
  • Acceptable level of competency as note is previous staff assessment.
  • Previous experience to manage project base quality assurance and complaint management.
  • Fluent/understand organization related tools and process.
  • Familiarity or proficient in using Microsoft Office (Word, Excel, Presentation) and Adobe editor.
  • Good communication ability and interpersonal skill.
  • Fluent in business English communication in both written and spoken.
  • Quick learner, good analytical skill, and complex problem-solving
