The plant in Singapore (located in Jurong Island) is new and combines monomer and polymer productions. It is the result of exceptional investments and aims to support strong demand from the customers in Asia.

SUMMARY MISSION

The turnaround (TA) QA/QC Engineer is in the TA team, responsible in delivering a quality TA project safely and in a timely manner, in compliance with the HSSEQ commitments.

TECHNICAL SCOPE DURING PREPARATION

  • Implement the QA/QC management system for shutdown activities.
  • Prepare and develop specific Quality Plan for major shutdown
  • Ensure all arrangement is correctly prepared prior to any inspection being undertaken
  • In charge on all Turnaround site inspections within their disciplines
  • Coordinate site inspections for all new purchased items / ex-stock items
  • Verify that the quality related site activities are in accordance with the applicable codes and standards

DURING SHUTDOWN:

  • Lead maintenance and control of the quality system during major TA shutdown.
  • Ensure all inspection reports are accurate and updated timely. Review all inspection reports for compliance.
  • Ensure all quality control documentation is compiled and in order.
  • Complete site quality control instructions and action remedial responses.
  • Review the SDN training matrix, health report for contractor's QC inspectors and ensure compliance.
  • Monitor the implementation of the approved site QC Plan during shutdown.
  • Complete and coordinate the approval of the sites QC technical submittals with contractors.
  • Coordinate with quality inspections with all the contractors and vendors to make sure no compromise on integrity of the QA/QC.
  • Coordinate all NDT testing on site with proper procedure and checklist and all receipt inspections.
  • Distribute relevant QA/QC documentation to TA contractors for proper implementation.
  • Attend the weekly TA meetings and other TA related meetings when required.
  • Chair the QA/QC site weekly meetings with the TA contractors QC personnel.
  • Elaborating inspection and test programs/ procedures.
  • Assist TA contractors in the resolution of drawing/ SOW interpretation/ conflict, if any.
  • Review various method statements and test procedures for compliance with good work practices to make sure quality not compromised.
  • Prepare non-conformance reports (NCR), developing corrective actions, control all NCRs and undertake remedial action to make sure all NCRs are closed within the Shutdown time frame.
  • Coordinate with TA Project Manager on all quality issues. Issuance of nonconformance reports in consultation with the TA project Manager.
  • The review and readiness of inspection test packages for shutdown activities.
  • Participate on-site internal and external audits when required.

MANAGEMENT

  • Ensure transversal communication with Arkema teams and contractors.

HEALTH, SAFETY, ENVIRONMENT, QUALITY AND MANAGEMENT SYSTEMS

  • Ensure the application of standards, documents, regulations concerning HSSEQ
  • Ensure safe working condition during execution at field and workshop
  • Participate in achieving the HSSEQ objectives of the plant
  • Integrate and implement HSSEQ corrective actions in his/her area of activity
  • Ensure the issuing of incident reports in his/her area of activity

Education:

  • Bachelor's Degree in Mechanical Engineering with at least 10 years experience

Requirement:

  • Strong Turnaround exposures, successfully completed at least one Turnaround duration 21 days to 30 days including pre-turnaround activities.

Knowledge:

  • Level II inspector - PT, MI, RT, UT plus other accredited certificates related to QA/ QC an added advantage
  • Experience in project management and execution
  • Safety rules of intervention (LOTOTO, etc)
  • Well versed in international codes and standards
  • Knowledge of rules, regulatory requirements and standards
