Job Description

The primary purpose of this position is to achieve and optimize project delivery, execution and commercial aspects by managing the following: Pre-contracts, Technical, Projects, Planning and Scheduling aspects including resourcing. Management of all resources and cash flow planning through master schedule to ensure that both internal visibility, external commitments and pre-contracts budgeting is the roles second output priority Role effectiveness will be measured by i). Aggregated schedule vs actual project deliveries, ii). Consistency, Technical and resource efficiency of delivery and overall Project team performance. iii). Performance in line with the Company's profitability and business sustainability objectives iv). Client Management and meeting client expectations and satisfaction.

DETAILED JOB DESCRIPTION AND RESPONSIBILITIES:

Leadership Role

. Global Leadership and managerial aspects:
Set short-, medium- and long-term departmental goals & objectives based on Cladtek Annual Business Objectives & KPI. Develop strategy, monitor progress, and ensure that goals and objectives are achieved on time, within the approved budget and in compliance with the pertinent policy and procedures at Departmental Level. Drive & deliver change management as required to streamline & optimize operations, proactively align and strengthen operations efforts, systems, and personnel to suit the growth and development of the business and the drive for continual improvement. Builds and maintains good relationships and alignment with departments internally as well as externally with outside suppliers, contractors, and related government agencies to have smooth operation

. Organization and People Management:
Review Organisation Chart quarterly and make sure a review and/or adjustment is made to meet with business objective. Monthly departmental manpower planning & identify critical position and retain the critical people. Review with HR Departmental salary structure, compensation and benefit, in order to attract and retain employee. Communicate with employee 6 weeks before employee's contract ends and communicate with HR the decision at the latest 2 weeks before end of contract. Standardise and streamline Quality organisation globally

. Training & Competency Development:
Review member's competency against performance expectation at departmental level. Validating training matrix and annual training plan. Provide or facilitate coaching & mentoring for member with the support from Training Team. Perform as Guest Speaker to represent Cladtek Management (including corporate materials), Subject Matter Expert for business related subject, and/or Trainer for Technical & Soft Skill program.

. Career & Performance:
Identify successor for critical position and identify developmental areas. Provide clear objectives for member to perform and ensure the people to add it into PMS form. Initiate performance mid-year review, by reviewing the progress and the next target. Conduct performance closing communication and provide rating.

. Behaviour & Discipline:
Provide high level direction to ensure operational excellence and discipline are achieved. Provide warning (level 1 and 2) and/or counselling for direct member. Provide immediate and/or not immediate award and/or appreciation to strengthen positive behaviours. Review departmental collective behaviour with HR Industrial Relation and Policy to reduce people cases and optimize to policy to avoid negative behaviour to be occurred in the future

Technical Role

  • Proficient in Cladded and lined pipes Business and Operations
  • Proficient in Production of lined pipes, welding overlay, technical engineering, planning and scheduling process
  • Proficient in Cladded Welding Process and Cladded Spool Fabrication
  • Proficient in Mechanical Lined Pipes Manufacturing and it's related Standards
  • Proficient in Hot Induction Bending
  • Ensure project managers, project engineers, and production management team have structured, production and delivery plans with individual and companywide schedules in place which are in full compliance to Company standards, policies and ethos as well as the customer contracts.
  • Ensure that all personnel under control of the position understand their obligations regarding safety and are given the right equipment, training and equipment to always perform their jobs in a safe manner.
  • During pre-contracts and on award of customer contracts, assign resources, ensure technical review/method is complete and deliver an integrated schedule to manage the projects.
  • Ensure adequate handover and knowledge transfer of information to the project team.
  • Ensure all customer contracts are managed effectively with full understanding of both Company obligations and rights, to ensure obligations are met and rights are protected.
  • Continuously review project performance with project managers to ensure schedule is being achieved, obligations to customer are being achieved, the project is being run safely, costs are controlled, and customers are meeting their obligations including the obligation to make timely payments. Conduct project reviews on a weekly basis with the Sr. VP International Sales & Projects.
  • Schedule cash flows in relation to project income and expenses. Plan timely invoicing and cash collection. Integrate weekly invoicing and AR meetings in the schedule.
  • Ensure Project members receive adequate training in key areas in support of their roles including Engineering, Planning, Scheduling Contract Administration, Cost Control and Reporting.
  • Ensure common standards are rolled out across all projects for reporting, measuring performance, managing cost and schedule such that the Company operates to world's best practice, in a consistent manner and within a standard framework.
  • Oversee Project teams and support functions to ensure all inputs from projects into Production departments are achieved schedules in a consistent and timely manner to aid the efficiency and quality of delivery.
  • Represent the Company to customers regarding project delivery. Maintain good customer relationships and promote the Company to customers for future work.
  • Authority to commit costs within approved projects budget.
  • Responsible to manage direct project costing sheets and overhead costs associated with Technical, Projects, Planning and Project Management as defined in annual budgets.
  • Standardize and improve all related SOP's and procedures within the remit and seek for continuous improvement.
  • Manage and mentor Project Team members and seek to develop individual personnel to advance their career.
  • Responsible for the safety and health of all workers, visitors and the community while in the field of work.
  • Accountable for all works and every decision done by him/her according to the position's capacity.
  • Project performance.
  • Establishing project budgets.
  • Authority to commit costs within approved project budgets.
  • Responsible to manage overhead costs associated with Project Management as defined in annual budgets.

Safety Role

  • Responsible for providing resources for the implementation of the HSE management system in their respective environments.
  • Responsible for ensuring that the laws and regulations in the field of HSE that apply to the company have been met.
  • Authority to determine an activity can be continued or must be stopped based on risk assessment.
  • Authority to issue a Report of non-compliance.
  • Authorized to take decisive action against actions that can endanger HSE.
  • Authority to enforce emergencies (emergencies).
  • Promote continual improvement of HSE.
  • Assure fulfilment of law/rule/procedures compliance obligations.

REQUIRED QUALIFICATIONS:
ACADEMIC
- Master's degree Business Engineering or Equivalent

REQUIRED TECHNICAL COMPETENCE (SKILLS):

  • Minimum 10 years experience in Project Management.
  • Minimum 7-8 years experience in leadership/management/facilitating role.
  • Experienced in project budget and cost management.
  • Ability to plan and see the big picture with respect to commercial and strategic objectives
  • Competent in conflict and crisis management with experience in managing multicultural teams
  • Good communication ability and interpersonal skill, especially when dealing with multicultural customers and partners.
  • Fluent in business English communication in both written and spoken.
  • Strong excel, data management, reporting, and presentation skill.
  • Quick learner, good analytical skill, and complex problem-solving ability.
  • Relevant qualifications and experience in project management areas
