As a Project Management Executive at Tecson Engineering Pte Ltd, you will play a pivotal role in ensuring the successful plaJob Scope:

  • Lead and take full ownership of project execution for railway signalling and electrical systems, with direct involvement in installation, testing & commissioning (T&C), train-borne activities, and trackside works
  • Manage and execute works related to signalling equipment, including point machines, signalling circuits, control systems, relays, and associated electrical interfaces
  • Oversee cable installation, routing, glanding, termination, testing, and integration in accordance with approved drawings and specifications
  • Plan and control Engineering Hours (EH), track access, and possession works, ensuring strict compliance with railway operational constraints
  • Execute and supervise Testing & Commissioning activities, including pre-checks, PICO, functional testing, fault rectification, and system validation
  • Review and verify technical documents, including method statements (MS), risk assessments (RA), inspection test plans (ITP), test procedures, and as-built drawings
  • Ensure all works are carried out in accordance with approved designs, signalling principles, and system requirements
  • Coordinate closely with main contractors, system integrators, and clients to resolve interface issues, technical discrepancies, and site constraints
  • Lead site teams, supervisors, and subcontractors with strict control over safety, quality, and productivity in live railway environments
  • Enforce compliance with permit-to-work systems, railway safety rules, and site operational procedures
  • Ensure adherence to ISO 9001 (Quality Management System) and ISO 45001 (Occupational Health & Safety Management System)
  • Monitor project progress, manpower loading, and resource planning to meet tight deadlines under restricted working windows
  • Identify technical risks and site issues early, and implement effective corrective and preventive measures
  • Manage all project documentation, including progress reports, incident reports, NCR/CAR, T&C records, and authority submissions
  • Support audits, inspections, and compliance requirements by LTA, SMRT, and relevant authorities

Requirements (Strict):

Minimum 3-5 years of proven hands-on experience in railway signalling and electrical systems projects

Mandatory: Strong working knowledge in signalling systems, electrical installation, and T&C processes(candidates without this will not be considered)

Hands-on experience in train-borne activities, trackside works, and Engineering Hours (EH) operations is required

Proven experience in:Signalling equipment (e.g. point machines, relay-based or electronic interlocking systems)Cable installation, termination, and testingTesting & Commissioning workflows (PICO, functional testing, system integration)

Strong understanding of railway safety procedures, track access control, and live system constraints

Experience working in LTA / SMRT or equivalent railway environments is highly preferred

Possess CSCPM or MWSHCS certification and MWAH (mandatory)

Strong knowledge of method statements, risk assessments, inspection processes, and permit systems. Must know how to create MSRA.

Good command of English (written and spoken) for handling technical documentation and coordination with stakeholders

Able to independently manage projects, lead teams, and make decisions under pressure in high-risk environment, execution, and completion of projects. You will work closely with cross-functional teams, clients, and stakeholders to drive project milestones, monitor progress, and maintain project documentation. Your contributions will be essential in achieving project goals and delivering value to our clients.

Key Responsibilities: (including but not limited to)

  1. Project Planning: Collaborate with project managers to develop comprehensive project plans, including scope, objectives, timelines, and resource allocation.
  2. Execution Oversight: Assist in project execution by monitoring and tracking project progress, identifying issues, and facilitating problem-solving.
  3. Documentation: Maintain accurate and up-to-date project documentation, including project schedules, status reports, and change orders.
  4. Team Coordination: Foster effective communication and collaboration among project teams, ensuring everyone is aligned with project goals and objectives.
  5. Client Interaction: Act as a point of contact for clients, providing updates on project status, addressing inquiries, and ensuring client satisfaction.
  6. Risk Management: Identify project risks and assist in the development of risk mitigation strategies.
  7. Quality Assurance/Controller: Ensure that project deliverables meet quality standards and adhere to project specifications.
  8. Other Ad Hoc Duties.

Qualifications:

  • Education: Min. Degree Holder in Electrical Engineering, project management, or a related field. A PMP or CAPM certification is a plus.
  • Experience: Previous experience in project management or a related role is preferred but not mandatory. Entry-level candidates with strong organizational and communication skills may be considered.
  • Organizational Skills: Exceptional organizational and time-management skills to handle multiple projects simultaneously.
  • Communication Skills: Strong written and verbal communication skills to interact with team members, clients, and stakeholders effectively.
  • Adaptability: Ability to adapt to changing project requirements and priorities.
  • Problem-Solving: Strong problem-solving abilities and the capacity to make sound decisions under pressure.
  • Technology Proficiency: Proficiency in project management software (e.g., Microsoft Project, Trello, Asana) and Microsoft Office Suite.

Only candidates with actual hands-on experience in railway signalling systems, electrical installation, and T&C works will be shortlisted.
