Project Manager

The Project Manager is responsible for the end-to-end management of civil construction projects, including planning, execution, cost control, stakeholder management, and regulatory compliance. The role requires senior-level professional judgement, leadership capability, and in-depth knowledge of Singapore's civil construction environment to ensure projects are delivered safely, on schedule, and within budget.
Key Responsibilities

• Provide overall leadership and accountability for civil construction projects from pre-construction to completion

• Develop comprehensive project execution plans, construction schedules, and resource strategies

• Lead and manage site management teams, engineers, supervisors, subcontractors, and suppliers

• Exercise professional judgement in resolving complex technical, operational, and site-related issues

• Manage project budgets, cost control, variations, progress claims, and financial reporting

• Ensure strict compliance with contract requirements, technical specifications, and quality standards

• Liaise directly with clients, consultants, utility agencies, and relevant authorities on project matters

• Chair project coordination meetings and provide regular progress and risk reports to management

• Ensure compliance with Workplace Safety and Health (WSH) regulations, MOM requirements, and statutory obligations

• Identify project risks and implement mitigation strategies to minimise delays and cost overruns

• Oversee proper documentation, reporting, and record-keeping throughout the project lifecycle

• Support senior management in tender reviews, project planning, and operational improvement initiatives

  Job Requirements

  • Degree in Civil Engineering, Construction Management, or a related discipline

  • Minimum 8-12 years of relevant civil construction experience, with proven project management responsibility

  • Demonstrated experience managing civil works in Singapore (e.g. infrastructure, drainage, earthworks, roadworks, structural works) in LTA, PUB as a main contractor

  • Strong knowledge of Singapore construction regulations, authority submission processes, and WSH standards

  • Proven ability to manage multi-disciplinary teams and multiple stakeholders independently

  • Strong leadership, analytical thinking, and decision-making capabilities

  • Excellent coordination, reporting, and communication skills

  • Proficient in Microsoft Office and project documentation systems
