The Project Manager is responsible for the end-to-end management of civil construction projects, including planning, execution, cost control, stakeholder management, and regulatory compliance. The role requires senior-level professional judgement, leadership capability, and in-depth knowledge of Singapore's civil construction environment to ensure projects are delivered safely, on schedule, and within budget.
Key Responsibilities
Provide overall leadership and accountability for civil construction projects from pre-construction to completion
Develop comprehensive project execution plans, construction schedules, and resource strategies
Lead and manage site management teams, engineers, supervisors, subcontractors, and suppliers
Exercise professional judgement in resolving complex technical, operational, and site-related issues
Manage project budgets, cost control, variations, progress claims, and financial reporting
Ensure strict compliance with contract requirements, technical specifications, and quality standards
Liaise directly with clients, consultants, utility agencies, and relevant authorities on project matters
Chair project coordination meetings and provide regular progress and risk reports to management
Ensure compliance with Workplace Safety and Health (WSH) regulations, MOM requirements, and statutory obligations
Identify project risks and implement mitigation strategies to minimise delays and cost overruns
Oversee proper documentation, reporting, and record-keeping throughout the project lifecycle
Support senior management in tender reviews, project planning, and operational improvement initiatives
Degree in Civil Engineering, Construction Management, or a related discipline
Minimum 8-12 years of relevant civil construction experience, with proven project management responsibility
Demonstrated experience managing civil works in Singapore (e.g. infrastructure, drainage, earthworks, roadworks, structural works) in LTA, PUB as a main contractor
Strong knowledge of Singapore construction regulations, authority submission processes, and WSH standards
Proven ability to manage multi-disciplinary teams and multiple stakeholders independently
Strong leadership, analytical thinking, and decision-making capabilities
Excellent coordination, reporting, and communication skills
Proficient in Microsoft Office and project documentation systems
