Job Description

Role Overview

An experienced Project Manager to oversee critical contract management and system operations functions. This role requires a detail-oriented professional who had worked on procurement of new conr oco can effectively manage vendor relationships, ensure compliance with governance frameworks, maintain operational excellence across multiple systems and ensure that service level agreements are adhered to.

Key Responsibilities

1. Contract Management:

a. Take ownership over contract lifecycle ensuring seamless continuity of services through proactive contract renewal management. This includes developing and maintaining renewal timelines, coordinating with legal and procurement teams, and ensuring all contractual obligations are met within specified timeframes

b. Provide proactive regular monitoring and reporting of contract performance, including the preparation of comprehensive progress updates for senior management and stakeholder

c. Review all contract-related documentation to ensure compliance with internal governance frameworks and requirements, conducting thorough assessments of vendor deliverables against contractual specifications

d. Lead tender process for replacement contracts, including preparation of tender documentation, evaluation of proposals, and recommendation of preferred vendors

e. Comprehensive vendor management, which includes performance monitoring, relationship management, issue resolution, and ensuring vendors meet their contractual commitments

2. Systems Operations:

a. Oversee day-to-day operations and vendor management for 2 systems to ensure optimal performance and user satisfaction. This includes monitoring and managing problem/incident ticket management to ensure that all issues are resolved within established Service Level Agreements (SLAs), tracking performance metrics, and implementing process improvements where necessary

b. Coordination of system enhancements and updates, ensuring timely releases of planned service/change requests and minimise operational disruptions through thorough planning and stakeholder communication.

c. Budget management which includes monitoring expenditure against allocated budgets, forecasting future costs, provide regular financial reports

d. Coordinate with internal technical teams, cross-functional project team teams, external vendors and partners to address issues promptly and maintain service availability targets

e. Manage audit processes (including preparation for audits, coordination with auditors, and implementation of audit recommendations to maintain compliance standards.

f. Conduct risk assessment, mitigation planning and recommendations on issue resolution

g. Manage project scope, timeline, budget, and quality deliverables with timely progress reporting to management teams

Required Skills & Experience

1. Technical & Domain:

a. 8 years of project management experience in government/public sector

b. Proven experience managing critical systems and operations

c. In-depth knowledge of Government IM8 policies and compliance frameworks preferred

d. Experience with AWS or GCC cloud infrastructure management

e. Background in managing internet-facing eServices

f. Experience with government digital transformation initiatives preferred

g. Experience with gateway integrations for systems (e.g. authentication gateway, payment gateway, API gateway between digital services and gateway providers)

2. Project Management:

a. PMP, CITPM, or equivalent project management certification preferred

b. Strong stakeholder management and communication skills

c. Experience with contract management and procurement

d. Proven track record in budget management and resource planning

e. Risk management and change management expertise

3. Soft Skills:

a. Strong vendor management and contract oversight capabilities

b. Security-focused mindset with remediation experience

c. Independent worker with strong self-help and research skills

d. Excellent leadership and team coordination abilities

e. Strong analytical and Solution-oriented thinking with the ability to identify viable, practical solutions to complex problems

f. Sound judgement in decision-making and day-to-day operations

g. Clear communication and articulation skills to effectively present ideas, solutions, and recommendations to stakeholders at all levels

Additional Requirements

a. Must be comfortable working in fast-paced, mission-critical environment

b. Ability to work independently with minimal supervision

c. Strong commitment to maintaining system availability and performance

d. Experience with vendor management and contract management processes
