About the Role

We are seeking an experienced Project Manager to lead the delivery of digital products within a complex stakeholder environment. You will be responsible for driving Agile delivery across cross-functional teams, managing stakeholder engagement, coordinating releases, and ensuring the successful delivery of product outcomes aligned to business and regulatory requirements.

This role requires a strong Agile practitioner with proven experience delivering digital transformation initiatives, ideally within the Singapore public sector.

Key Responsibilities

  • Manage and maintain the product backlog, translating stakeholder, business, and regulatory requirements into prioritized delivery plans.
  • Lead cross-functional Scrum teams through day-to-day Agile delivery activities, including sprint planning, backlog refinement, daily stand-ups, reviews, retrospectives, and release planning.
  • Coordinate closely with business stakeholders, product owners, technical teams, and vendors to ensure successful delivery of prioritized product backlog items.
  • Develop and manage project plans, schedules, risks, issues, dependencies, blockers, and escalation processes.
  • Drive release governance and ensure timely delivery of product features and enhancements.
  • Act as the primary liaison between stakeholders and delivery teams, facilitating communication and alignment across all parties.
  • Build and maintain strong stakeholder relationships across internal business units, government agencies, and third-party vendors.
  • Provide regular project status updates, delivery reporting, and risk assessments to senior stakeholders.
  • Ensure adherence to Agile delivery best practices and governance requirements.
  • Requirements

    Essential

    • Scrum Certification (CSM, PSM, or equivalent).
    • Minimum 7 years of experience managing Agile digital transformation projects.
    • Minimum 7 years of experience leading cross-functional Scrum teams.
    • Proven experience managing end-to-end delivery of digital products within Agile/Scrum environments.
    • Strong stakeholder management skills with the ability to engage business, technology, and external partners.
    • Experience managing project risks, dependencies, issues, and release planning.
    • Experience delivering projects within Government or Public Sector environments.
    • Strong understanding of Agile delivery methodologies and product delivery lifecycle.

    Preferred

    • Experience working with the GovTech technology stack.
    • Experience delivering projects using OutSystems platforms.
    • Experience managing modernization or integration initiatives involving legacy systems.
    • Good understanding of Singapore Government ICT policies, governance standards, and compliance requirements.
