Job Summary
- Lead the day-to-day management, operational support and continuous improvement of PayBCA or any other systems that may be assigned.
- Oversee the system during its warranty and maintenance phase, ensuring reliable, secure and timely support for business operations.
- Drive the onboarding of new BCA e-services onto PayBCA and manage enhancement requests where required.
- Work closely with the Finance team, Business Analyst and outsourced vendor to ensure smooth system operations, issue resolution and service delivery.
- Report to the Deputy Director (Apps Services) and support BCA's broader digital service delivery objectives through effective project, vendor and stakeholder management.
Key Responsibilities
- Oversee the day-to-day operations, maintenance and support of the PayBCA or any other systems that may be assigned to maintain service reliability and effective business support.
- Manage warranty support activities, including defect tracking, issue resolution, service requests and follow-up actions with the outsourced vendor.
- Lead the onboarding of new e-services to PayBCA, including planning, requirements coordination, testing, implementation and go-live support.
- Partner with the Business Analyst to understand business needs, assess enhancement requests and translate requirements into actionable work items for delivery.
- Work with the Business Analyst and business stakeholders to support user acceptance testing, requirements clarification, issue management and change management activities.
- Collaborate closely with the Finance team to support payment operations, reporting needs and audit-related requirements.
- Track budget utilisation and expenditure for PayBCA-related support, onboarding and enhancement activities, including monitoring committed spend and escalating budget risks where required.
- Manage enhancement requests, prioritisation and implementation to ensure alignment with business objectives, system design and operational requirements.
- Coordinate application releases, production deployments, maintenance activities and system changes in accordance with established governance processes.
- Monitor and manage operational, cybersecurity, data protection and compliance risks, including timely escalation and mitigation of issues where required.
- Manage vendor performance and service delivery to ensure adherence to contractual obligations, agreed service levels and expected quality standards.
- Provide regular updates to the Deputy Director (Apps Services) and relevant stakeholders on system operations, risks, issues, enhancements and onboarding progress.
- Promote continuous improvement in operational processes, user experience, service delivery and team collaboration.
Required Skills Skill Area Expected Competencies
- Experience managing enterprise applications, digital platforms or business-critical production systems.
- Strong understanding of incident, problem, change, release and service governance processes.
- Ability to manage multiple workstreams, competing priorities and operational issues with minimal supervision.
- Experience supporting budget and expenditure tracking, including contract, purchase order or invoice-related monitoring in collaboration with Finance and vendors.
- Working knowledge of Government Commercial Cloud (GCC) on AWS.
- Experience with GitLab for source code management, CI/CD pipelines, release coordination or deployment tracking.
- Familiarity with SHIP-HATS governance requirements and secure software delivery practices.
- Experience supporting payment systems, financial applications, enterprise platforms or customer-facing digital services.
- Understanding API integrations, system interfaces and enterprise application ecosystems.
- Awareness of cybersecurity, data governance, compliance and operational risk management considerations.
- Strong communication and relationship management skills across business, finance, vendor and technical stakeholders.
- Experience working closely with Business Analysts to manage requirements, enhancements and operational support activities.
- Ability to bridge business and technical teams and drive outcomes through structured coordination.
- Degree in Information Technology, Computer Science, Engineering, Business, Project Management or a related discipline.
- At least 5 years of experience managing enterprise applications, technology projects or digital platforms.
- Experience in cloud-based environments, preferably GCC on AWS.
- Experience managing outsourced vendors, application maintenance contracts or managed services.
- Prior experience in Government, public sector, financial systems, payment platforms or regulated environments will be an advantage.
