Co-Development Business Unit is hiring for Project Manager

This is a fixed term contract role. The engagement is 2 years.

What will you do

The successful candidate will run exciting digital projects with People's Association (PA) to achieve the objectives of their digital agenda, providing opportunities to contribute to shape the digital government landscape. The Project Manager will engage and partner various stakeholders to formulate the overall implementation, roll-out and adoption strategy for digital projects, managing the project timeline, risks, change management and stakeholders. The Project Manager should have sufficient technical knowledge and strong communication skills, with the ability to ensure successful roll-out and adoption for the digital projects in an evolving tech environment.

You will work closely with business analysts, solution architects and technical services consultants to ensure that business needs are met, and projects are delivered in a timely manner within projected costs, yet without compromising quality.

• Plan and own the development of the business cases, along with the budget for digital systems which align with Agency Outcome.
• Create and manage an efficient roadmap to deliver the digital systems
• Strategise how different types of initiatives should be managed and coordinated, and highlight the interdependencies between the projects
• Establish standards for reporting on progress, improve processes to drive efficiency or scale growth
• Manage stakeholders across technical and non-technical domains, especially around setting delivery expectations of quality and scope and communicating progress
• Understand risks to delivery and manage them to lower the overall risks
• Acquire and manage financing and resourcing of the programme to allow delivery to flow seamlessly
• Define KPIs and corresponding measurements
• Resolve interdependent projects higher scope issues / conflict resolution
• Manage and execute the procurement and audit of IT systems in a timely manner
• Ensure that projects are performed based on the project plan to meet identified business needs and outcome, within agreed parameters of cost, duration and quality.
• Analyse impact of requested changes and propose improvements to continuously address changing business needs, and work with support team to understand and address technical problems (Operations & Maintenance phase)
• Assess and apply the right project management methodologies, such as Agile practices, to ensure project success.
• Actively engage and motivate various key partners to deliver and effect positive change of digital products.

What are we looking for

• At least 5 years of relevant working experience. Would be advantageous if you have managed 2 full project development life cycles, with at least one using Agile methodology.
• Strong vendor and key partners leadership skills.
• Strong stakeholder management balancing both the analytical aspect and the people aspects.
• Excellent communicator in articulating plan at both the executive level and the working level and is an attentive listener to understand needs and issues, with strong presentation skills, both written and verbal
• Strategic, technical thinker to understand and manage the complexity of people and technology
• Strong business acumen to understand priorities and the business drivers of the priorities
• Strong analytical, conceptualisation and problem-solving skills.
• An adaptable and bold personality, with openness to pick new knowledge and take thoughtful risks.
• Be motivated by innovation to achieve business goals and customer happiness. Degree in Computer Science, Information Systems, Information/ Infocomm Technology, Computer or Electronics Engineering or related field.
• Experience in handling application digital solutions, preferably involving Cloud, Design Thinking, Data Analytics or Product-Centric Development.
• Experience in tender bids, calls, evaluations or presentations.
• Project Management-related certifications such as CITPM, COMIT or PMI.
• Agile-related certification such as Certified Scrum Master.
• Knowledge or experience in implementing projects in AWS as well as at least one of the following areas (Agile Methodologies, Cloud, Internet and Mobile Technologies, Record Management, Data Analytics and Service Design)
