We are seeking an experienced HSE Manager to lead health, safety, and environmental management activities for major construction projects in Singapore. The successful candidate will be responsible for developing and implementing HSE strategies, ensuring regulatory compliance, managing site safety performance, and promoting a strong safety culture across project teams, contractors, and stakeholders.
This role requires a proactive safety leader with strong experience managing HSE functions on complex projects such as Data Centres, Mission Critical Facilities, Industrial, Semiconductor, Infrastructure, or Large-Scale Construction developments.
Key Responsibilities
- Lead and manage all Health, Safety & Environmental (HSE) activities throughout the project lifecycle from construction commencement to completion.
- Develop, implement, and maintain project-specific HSE management plans, policies, procedures, and safety programmes.
- Ensure full compliance with Singapore Workplace Safety and Health (WSH) regulations, Environmental requirements, client standards, and contractual HSE obligations.
- Provide strategic HSE guidance and support to project leadership, construction teams, contractors, and subcontractors.
- Conduct regular site inspections, safety audits, risk assessments, and compliance reviews to identify potential hazards and improvement opportunities.
- Monitor and analyse HSE performance metrics, incident trends, and safety KPIs, providing reports and recommendations to senior management.
- Lead incident investigations, root cause analysis, and implementation of corrective and preventive actions.
- Develop and deliver safety training, toolbox talks, safety briefings, and HSE awareness programmes for project personnel.
- Review and approve Risk Assessments (RA), Safe Work Method Statements (SWMS), Permit-to-Work (PTW) documentation, and emergency response plans.
- Manage contractor and subcontractor HSE performance, ensuring compliance with project safety requirements.
- Work closely with project managers, engineers, consultants, and clients to resolve HSE issues and improve site safety performance.
- Support emergency preparedness activities, drills, and crisis response procedures.
- Promote continuous improvement initiatives to enhance safety culture and operational excellence.
- Maintain accurate HSE documentation, reports, records, and regulatory submissions.
- Liaise with relevant authorities, including MOM, WSH Council, and other regulatory bodies when required.
Requirements
- Degree or Diploma in Occupational Health & Safety, Environmental Management, Engineering, Construction Management, or related discipline.
- Minimum 10 years of HSE experience, with proven experience managing safety functions on major construction projects.
- Strong knowledge of Singapore Workplace Safety and Health (WSH) Act, Environmental regulations, and construction safety requirements.
- Proven experience leading HSE teams and managing contractor safety performance.
- Experience working on Data Centre, Mission Critical, Industrial, Semiconductor, Infrastructure, or M&E projects is highly preferred.
- Strong understanding of construction processes, risk management, incident investigation, and safety compliance systems.
- Excellent communication, leadership, and stakeholder management skills.
- Ability to influence teams and drive a positive safety culture across diverse project environments.
- Strong reporting, analytical, and problem-solving abilities.
Preferred Qualifications
- Registered Workplace Safety and Health Officer (WSHO) certification.
- Specialist Diploma in Workplace Safety and Health.
- ISO 45001 Lead Auditor certification.
- Environmental management certifications.
- First Aid / Emergency Response certifications.
- Experience with large-scale EPC, Design & Build, or mission-critical projects.
