Job Description

COMPANY DESCRIPTION

THKMC was incorporated on 13 October 2011 as a charity to provide multiple social and welfare services to the community at large, and achieved an Institute of Public Character (IPC) status on 18 November 2011.

THKMC is the charitable arm of Thye Hua Kwan Moral Society, which lives by the mission - To Serve Mankind - to help anyone who needs help regardless of their race, religion, colour, language, creed and culture. THKMC today serves more than 70,000 beneficiaries through more than 70 programmes across five Services, which include Disability, Early Intervention for Children, Family, Seniors Community, and Therapy.

RESPONSIBILITIES

THKMC is looking for a skilled Project Executive/Senior Executive to manage various projects from inception to completion. The ideal candidate will be responsible for ensuring projects are delivered on time, within scope, and within budget. This role involves coordinating with cross-functional teams, managing resources, and communicating with stakeholders to achieve project goals.

Project Planning & Development

  • Support the development of the project objectives, scope, and deliverables in alignment with organisational priorities.
  • Develop detailed project plans, including work schedules, resource allocation, and key milestones.
  • Assess potential risks, propose mitigation strategies, and maintain a proactive risk register.

Project Execution & Coordination

  • Actively participate in all required meetings, including site visits and coordination sessions, to maintain alignment across stakeholders and support seamless project delivery.
  • Coordinate cross-functional teams to ensure timely and efficient project implementation.
  • Monitor progress, track deliverables, and drive issue resolution to meet goals within scope and budget.
  • Ensure all documentation, reports, and project records are accurate, current, and accessible.

Site Supervision & Quality Assurance

  • Conduct regular site visits to oversee execution, monitor workmanship, and ensure adherence to safety and regulatory standards.
  • Collaborate with contractors and consultants to address on-site challenges and maintain work quality.
  • Uphold compliance with internal policies and industry standards throughout project phases.

Procurement & Contract Management

  • Administer procurement processes in line with organisational policies, from tender preparation to vendor selection.
  • Monitor contracts, variation orders, claims, and final accounts in coordination with relevant departments.
  • Liaise with vendors to ensure timely delivery of goods and services.

Stakeholder Engagement & Communication

  • Serve as the main point of contact between internal teams, consultants, contractors, and authorities.
  • Provide regular updates, facilitate meetings, and maintain clear communication to align expectations and drive engagement.
  • Build trusted relationships across all levels to support smooth project delivery.

Project Closure & Handover

  • Oversee project close-out, including defect management, documentation finalisation, and handover to facilities or operations teams.
  • Support post-project evaluations and contribute to continuous improvement of project management practices.
QUALIFICATIONS
  • Degree in Project Management or a related field.
  • Candidates with relevant qualifications in Project Management, Built Environment, Construction Management, or related fields would be advantageous but not required.
OTHER INFORMATION

Experience

  • Minimum 2 years of experience in project management, particularly in renovation, upgrading, or construction-related projects.
  • Demonstrated experience managing end-to-end project cycles, including budgeting, execution, and handover.
  • Familiarity with local regulations and authorities (e.g., BCA, URA) is an advantage

  • High attention to detail, with the ability to manage multiple priorities effectively.
  • Comfortable working in a dynamic environment with diverse teams.

Working hours:

  • 8.30 am to 6 pm (Monday-Thursday)
  • 8.30 am to 5.30 pm (Friday)
